Job summary

Blue Cross of Idaho is seeking a Procurement Contract Manager to collaborate with internal partners and oversee supplier negotiations and contracting activities from our Meridian, Idaho corporate office.

Qualifications

  • Bachelor's Degree or equivalent work experience (two years' experience equals one year of college).
  • Healthcare/health insurance industry experience preferred.
  • Five years contract management experience including supplier contracting, negotiations and strategic sourcing.

Responsibilities

  • Lead and support supplier contracting in partnership with Business Owners, ensuring language is clear, complete, accurate, and aligns with objectives and risk standards.
  • Draft, review, redline, and negotiate supplier agreements, statements of work, amendments, exhibits, and related documents to improve clarity and timelines.
  • Partner with Business Owners on competitive bidding, RFx planning, supplier research, response evaluation, and commercial analysis.
  • Understand business needs, supplier relationships, requested scope, pricing, service expectations, performance requirements, and operational impacts for agreements.
  • Coordinate with Legal, Compliance, Privacy, IT/Cybersecurity, Risk Management, Finance, and other SMEs to resolve issues and obtain necessary approvals before execution.
  • Assess contract terms for financial, operational, regulatory, privacy, cybersecurity, reputational, and business risks and flag concerning clauses.
  • Support supplier negotiations involving pricing, SLAs, performance standards, data use, confidentiality, termination rights, renewal terms, and protections.
  • Identify opportunities to improve value, reduce costs, standardize language, and streamline contracting processes for stakeholders.
  • Maintain awareness of suppliers, contract volumes, renewal activity, risks, and category needs to proactively support contracting work.
  • Serve as a subject matter expert for supplier market insights, negotiation approaches, contracting practices, and process controls.

Job description

Our Procurement Contract Managers collaborate with internal business partners to execute supplier negotiations and supplier contracting activities, maintain strategic supplier relationships, oversee contract lifecycles, and act as trusted advisors to various internal stakeholders. They also participate in competitive bidding work to minimize risk and optimize the value of materials and services acquisition.

Location: This position is based at our Corporate Office in Meridian Idaho

What we are looking for:
  • Experience: Five years of contract management experience, including supplier contracting, negotiations, and strategic sourcing.
  • Education: Bachelor's Degree or equivalent work experience (Two years' relevant work experience is equivalent to one-year college)
  • Preferred: Experience within the health insurance industry or healthcare field.
What your day may look like:
  • Lead and support supplier contracting activity in partnership with Business Owners, ensuring contract language is substantive, complete, accurate, and aligned with business objectives, operational needs, regulatory expectations, and risk mitigation standards.
  • Draft, review, redline, and negotiate supplier agreements, statements of work, amendments, exhibits, and related documents to improve clarity, define deliverables, address timelines, establishes measurable outcomes, and reduce ambiguity.
  • Partner with internal Business Owners with competitive bidding and supplier selection activities, including RFx planning, supplier research, response evaluation, commercial analysis, documentation of conclusions, and supplier notification.
  • Partner with internal Business Owners to understand the business need, supplier relationship, requested scope, pricing model, service expectations, performance requirements, and any operational impacts that should be reflected in a supplier agreement.
  • Coordinate with Legal, Compliance, Privacy, IT/Cybersecurity, Risk Management, Finance, and other subject matter experts to resolve contract issues, address identified risks and confirm required reviews and approvals are completed before execution.
  • Assess contract terms for financial, operational, regulatory, privacy, cybersecurity, reputational, and business risk, and elevate concerns when contract language or supplier obligations may expose the organization to unacceptable risk.
  • Support supplier negotiations involving pricing, commercial terms, service level agreements, performance standards, data use, confidentiality, implementation expectations, termination rights, renewal language, and other key business or risk protections.
  • Identify opportunities to improve supplier value, reduce costs, strengthen contract protections, standardize language, streamline processes, and improve the overall contracting experience for Business Owners and stakeholders.
  • Maintain awareness of assigned suppliers, business areas, contract volume, renewal activity, emerging risks, and category needs so Procurement can support complex contracting work proactively.
  • Serve as a subject matter expert for supplier market insights, negotiation approaches, contracting practices, process controls, and supplier relationship management.

As of the date of this posting, a good faith estimate of the current pay range is $78,064 - $117,095. The position is eligible for an annual incentive bonus (variable depending on company and employee performance). The pay range for this position takes into account a wide range of factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, travel requirements, internal equity, business or organizational needs, and alignment with market data. At Blue Cross of Idaho, it is not typical for an individual to be hired at or near the top range for the position. Compensation decisions are dependent on factors and circumstances at the time of offer.
