Job summary

Blue Cross of Idaho seeks a Director IT Delivery to shape strategy and execution for Business Service Delivery at our Meridian, Idaho headquarters. You will translate enterprise goals into actionable roadmaps, align processes across Healthcare Operations, Grievance and Appeals, Membership/Billing and EDI, and drive Agile and SAFe practices to boost efficiency and outcomes.

You will mentor leaders, build partnerships, manage budgets and governance, and champion responsible AI to improve delivery

Qualifications

  • Bachelor’s Degree or equivalent work experience.
  • 10+ years of leadership experience in health IT delivery.
  • Knowledge of Federal and State health insurance regulations, facets business processes, EDI transactions.
  • Experience with Agile delivery methodologies (SAFe or similar).
  • Understanding of AI-enabled delivery improvements and governance.

Job description

The Director IT Delivery is responsible for the overall strategy, operational performance, and outcomes of Business Service Delivery. This leader translates enterprise strategy into executable delivery plans within a shared services environment, aligning business processes with Healthcare Operations, Grievance and Appeals, Membership/Billing and Electronic Data Interchange (EDI) system capabilities to optimize efficiency, capacity, and business outcomes. The role advances modern delivery practices, including Agile and Scaled Agile Framework (SAFe) approaches, strategic capacity planning, and responsible AI enablement. This position reports to the Senior Director, Business Technology and is located at the corporate headquarters in Meridian, Idaho. #LI-Onsite

Required Education: Bachelor’s Degree or equivalent work experience (Two years’ relevant work experience is equivalent to one-year college)

Required Experience: 10/+ years’ relevant experience to include leadership experience, as well as knowledge of: Federal and State regulations affecting health insurance policies, procedures, and contracting Facets Business system processes, specifically related to Membership/Billing and EDI transactions Agile delivery methodologies, including SAFe or comparable scaled Agile frameworks AI-enabled capabilities and their responsible application to improve technology delivery and operational effectiveness Strategic planning frameworks and translating strategy into executable roadmaps and measurable outcomes Shared services operating models and delivery across multiple business functions Collaborative leadership, mentorship, business partner influence, and skilled negotiation Healthcare technology environments and capabilities (preferred)

As a leader, your day may look like: In collaboration with Senior Leadership, designs, develops and implements focused strategies. Translates enterprise strategy into actionable roadmaps, delivery priorities, and operating plans within a shared services environment. Establishes delivery governance and ways of working using Agile, SAFe, or comparable frameworks to improve transparency, alignment, and execution. Leads capacity planning and prioritization across competing initiatives, balancing available resources, operational commitments, risk, and strategic value. Champions responsible AI enablement and identifies opportunities to improve delivery effectiveness, decision-making, and customer outcomes. Builds strong, collaborative partnerships across business and technology teams to align expectations, resolve dependencies, and deliver shared outcomes. Negotiates priorities, scope, resources, funding, and service expectations with sound judgment and an enterprise perspective. Leads the development of programs that are critical to the organization and ensures execution of the function. Provides advice and consultation to senior and executive management related to operational and/or strategic decisions and resolves critical issues. Actively participates in the budget and goal setting process for the department. Provides leadership through influencing and directing the work of others to implement plans to meet strategic and operations objectives. Builds leadership capability through clear direction, coaching, mentorship, feedback, and meaningful development opportunities. Selects, develops, and supports staff while fostering accountability, engagement, and succession readiness. Develops, implements, and maintains administrative policies and procedures. May travel and/or attend off site events during and outside of standard working hours.

As of the date of this posting, a good faith estimate of the current pay range is: $153,360 - $230,040. The position is eligible for an annual incentive bonus (variable depending on company and employee performance). The pay range for this position takes into account a wide range of factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, travel requirements, internal equity, business or organizational needs, and alignment with market data. At Blue Cross of Idaho, it is not typical for an individual to be hired at or near the top range for the position. Compensation decisions are dependent on factors and circumstances at the time of offer.
