Job description

We are seeking an experienced Procurement Manager to lead strategic sourcing and vendor management initiatives within our trucking, transportation, and warehousing operations in Laredo, Texas. The ideal candidate will have strong experience in freight procurement, carrier negotiations, cross-border logistics (U.S.–Mexico), warehouse operations support, and cost optimization strategies.

This role is responsible for developing procurement strategies, managing supplier relationships, negotiating contracts, and ensuring cost efficiency while maintaining service quality and compliance.

Key Responsibilities
Strategic Procurement & Sourcing
  • Develop and implement procurement strategies aligned with transportation and warehouse operational goals.
  • Lead sourcing initiatives for trucking services (FTL, LTL, drayage), cross-border carriers, 3PL providers, and warehouse service vendors.
  • Identify cost-saving opportunities and implement continuous improvement initiatives.
  • Conduct market analysis for transportation rates, fuel trends, and regional carrier capacity.
Transportation & Logistics Procurement
  • Negotiate contracts with trucking companies, freight brokers, and cross-border carriers.
  • Manage procurement of services related:
  • Long-haul and regional trucking
  • Cross-border Mexico freight operations
  • Customs brokerage and bonded carriers
  • Yard management services
  • Monitor carrier performance, OTIF (On-Time-In-Full), and service KPIs.
  • Ensure compliance with FMCSA regulations and cross-border trade requirements.
Warehouse & Operations Procurement
  • Source warehouse-related services and materials including:
  • Racking systems and storage solutions
  • Packaging materials and safety equipment
  • Support capital expenditure procurement for warehouse expansions and infrastructure.
  • Coordinate procurement for fleet maintenance vendors and repair services.
  • Develop and maintain strong relationships with key transportation and logistics vendors.
  • Conduct quarterly business reviews (QBRs) with strategic suppliers.
  • Evaluate vendor performance and implement corrective actions when required.
  • Maintain approved vendor list and compliance documentation.
Financial & Risk Management
  • Manage procurement budget and ensure cost controls.
  • Analyze freight spend and identify optimization opportunities.
  • Mitigate supply chain risks including capacity shortages and rate volatility.
  • Ensure contracts include SLAs, penalties, and performance metrics.
Compliance & Reporting
  • Ensure procurement activities comply with company policies and federal/state regulations.
  • Maintain documentation for audits and financial reporting.
  • Prepare procurement performance reports for leadership.
