  • Negotiate vendor agreements, oversee contract execution, and track procurement performance against budget.
  • Coordinate with active Work Orders to validate and consolidate license requirements across the program.
  • Submit the Procurement & Acquisition Status Report detailing POs, vendor performance, and financial allocations; manage chargeback arrangements and a centralized ledger.

Job description

The Procurement Manager supports mission-critical objectives under the referenced work order by overseeing the procurement lifecycle including vendor negotiations, acquisition strategy development, and compliance with DoD procurement policies. This role establishes an agile procurement framework allowing each work order contractor to execute purchases within pre-approved spending limits while ensuring centralized coordination for cost efficiency, security compliance, and licensing oversight.

Job Description
  • The Procurement Manager is responsible for developing and executing procurement workflows, ensuring timely acquisition of software, hardware, and cloud services in alignment with operational needs.
  • The position requires negotiating vendor agreements, overseeing contract execution, and tracking procurement performance against budgetary constraints.
  • Managers will coordinate with all active Work Orders to track, validate, and consolidate software and service license requirements across the program, including licenses for GIS tools (WO-003), data catalogs (WO-004), CI/CD platforms (WO-013), and dashboard/reporting tools (WO-005, WO-012).
  • The role includes submitting the Procurement & Acquisition Status Report detailing purchase orders, vendor performance assessments, and financial allocations, and managing chargeback arrangements while maintaining a centralized license and services ledger.
Required Qualifications and Experience

The contractor shall provide personnel who meet one of the following requirements:

  • Bachelor's degree in Business Administration, Supply Chain Management, or a related field; or
  • A minimum of five (5) years of professional experience in procurement management.

Candidates must have demonstrated experience in the following areas:

  • DFARS and FAR acquisition processes for government contracts.
  • Government contract management and market research.
  • Vendor negotiations and acquisition documentation.
  • Contract lifecycle management and cost optimization.
  • Coordinating software and service license requirements across multiple work orders.
Required Skills and Competencies
  • Expertise in DFARS and FAR processes, government contract management, and market research.
  • Working knowledge of vendor negotiations and acquisition documentation.
  • Proficiency in contract lifecycle management and procurement optimization.
  • Strong organizational and analytical skills for tracking procurement performance.
  • Ability to establish and administer chargeback models and maintain centralized license ledgers.
Education
  • Bachelor's degree in a relevant field, or an equivalent combination of education and experience.
  • Certified Professional in Supply Management (CPSM) (Preferred, Not Required)
Clearance Requirement
  • The ability to obtain and maintain the required clearance as specified by the program.
