Job description

The Procurement Manager will build and lead a high-impact procurement function spanning natural gas and associated services and shared services procurement for enterprise-wide needs. The role combines strategic sourcing, contracting, supplier management, and procurement governance with the opportunity to shape the team, operating model, processes, controls, tools, and reporting capabilities. The position manages procurement across natural gas supply-related requirements, pipeline transportation, storage, market support, and operational services, as well as professional services, technology, facilities, equipment, and other corporate categories. Reporting to the VP of Administration, the Procurement Manager will lead a small team, partner across functions, and ensure commitments are authorized, documented, and aligned with company priorities.

Key Responsibilities

  • Build and lead the procurement function and its team, establishing scalable processes, controls, templates, systems, reporting, and contract-lifecycle practices across natural gas and Shared Services Procurement.
  • Lead end-to-end sourcing, solicitation, evaluation, negotiation, award, and contracting activities across natural gas and non-gas categories.
  • Manage procurement for natural gas and associated services, including supply-related requirements, pipeline transportation, storage, scheduling, market support, and operational services as well as corporate procurement services such as professional services, technology, facilities, equipment, and other enterprise needs.
  • Develop category and sourcing strategies that reflect business requirements, market conditions, operational priorities, commercial value, timing, and risk.
  • Lead RFI, RFQ, RFP, bid, bilateral negotiation, and other approved procurement processes, ensuring clear requirements, objective evaluations, and well-supported recommendations.
  • Evaluate suppliers and counterparties based on pricing, capability, reliability, commercial terms, credit considerations, compliance requirements, and operational risk.
  • Ensure procurement commitments comply with delegated authority, segregation-of-duties requirements, procurement policies, approved sourcing methods, and required functional reviews.
  • Coordinate contracting, due diligence, onboarding, approvals, and execution across departments and with other key stakeholders.
  • Maintain accurate, complete, and audit-ready procurement files, contract records, approval documentation, supplier information, and renewal calendars.
  • Monitor supplier performance, spend, service levels, contractual obligations, value opportunities, renewal exposure, and procurement risks, escalating material issues as appropriate.
  • Perform other related duties as assigned to support organizational objectives and the continued effectiveness of the procurement function.

Qualifications & Experience

Required

  • Bachelor’s degree in Supply Chain Management, Business, Engineering, Finance, Energy Management, or related field. Equivalent experience considered.
  • Seven or more years of progressive experience in procurement, strategic sourcing, contracting, supply chain, or commercial operations.

  • Familiarity with U.S. natural gas commercial, regulatory, and NAESB-based arrangements.
  • Experience leading enterprise procurement categories such as professional services, technology, facilities, equipment, or corporate services.
  • Proven ability to lead sourcing and contracting processes from strategy through evaluation, approval, and execution.
  • Strong understanding of procurement governance, delegated authority, segregation of duties, due diligence, controls, and audit-ready documentation.
  • Sound commercial judgment, ethical decision-making, negotiation, analytical, communication, and stakeholder-management skills.
  • Proficiency with Microsoft Excel and procurement, ERP, contract-management, or spend-analytics systems.

Preferred

  • CPSM, CPSD, CIPS, or an equivalent certification, or an advanced degree in a related field.
  • Experience working in a regulated, cross-border, or U.S.-Mexico business environment.

Professional working proficiency in Spanish.

WHO WE ARE

CFE International is a Houston-based affiliate of Comisión Federal de Electricidad (CFE), Mexico’s state-owned electric utility. We are responsible for supplying natural gas to support power generation in Mexico and for marketing natural gas within the United States. As a dynamic and mission-driven company, we are committed to strengthening Mexico’s energy security through the reliable and strategic supply of natural gas. Our operations play a vital role in ensuring the continuous generation of electricity for millions of Mexican homes and businesses.

WHO YOU ARE

You are a commercially astute procurement professional who combines natural gas market knowledge with the ability to lead a broad corporate procurement program. You understand the distinct requirements of natural gas and associated-services procurement while bringing the strategic sourcing discipline needed to manage professional shared services procurement: technology, services, facilities, equipment, and other enterprise needs.

You are a service-driven leader who leads by example, develops talent, and builds trust through integrity, accountability, and sound ethical judgment. You bring structure to complex requirements, identify risks early, and collaborate effectively across business and control functions. You are equally comfortable navigating critical natural gas procurements and building scalable, value-driven procurement practices.

WHY THIS ROLE MATTERS

This role leads two critical areas: natural gas and associated-services procurement and the company’s shared services procurement program. Natural gas commitments can directly affect supply continuity, transportation access, storage flexibility, commercial exposure, and operational readiness. Shared services procurement supports the services, technology, facilities, and resources required for the broader organization to operate effectively.

The Procurement Manager brings both areas together under a disciplined, transparent, and scalable procurement framework to build and lead the procurement function, developing the team, operating model, governance framework, and capabilities required to support both portfolios. By strengthening sourcing strategy, processes, controls, supplier and counterparty selection, and contract-lifecycle visibility, this role will shape how the company procures, protects value, and supports sustainable growth.
