Job summary

Enterprise Products Partners L.P. in Houston seeks a Procurement/Contracting Specialist to support field engineering projects, ensuring qualified contractors, fit-for-purpose materials, and competitive agreements for safe operations.

You will partner with engineering, lead RFx events, evaluate bids, manage supplier performance, and maintain auditable contracts while aligning with cost and schedule goals.

Qualifications

  • Bachelor's degree in Business, Engineering, Construction Management, or Supply Chain.
  • Minimum 3 years in Procurement/contracting, energy sector preferred.
  • RFx management, bid evaluation, contract negotiation, supplier performance.
  • Experience with Oracle ERP and MS Office.

Responsibilities

  • Proactively partner with Engineering to understand requirements.
  • Develop contracting strategies, including lump sum, time and material, unit rate, and scope of work development for services, materials, and long-lead equipment sourcing.
  • Align procurement plans with category and supplier strategies.
  • Prequalify suppliers and contractors for sourcing event.
  • Develop and lead RFx events and negotiations for construction services, integrity services, engineered equipment, and critical materials.
  • Conduct commercial evaluations and present recommendations to project team.
  • Review material and equipment selection ensuring alignment with approved manufacturers and company quality specifications.
  • Ensure RFx results are objective, compliant, and fully auditable.
  • Ensure resulting order(s) reflect suppliers’ proposal and meet order requirements and expectations.
  • Work with internal stakeholders and supplier(s) to resolve issues.
  • Work with internal Logistics and Expediting teams to ensure on-time delivery.
  • Collaborate with Project Controls on cost forecasting and tracking.
  • Ensure orders include QA/QC, documentation turnover, welding, hydrotesting, coating, and inspection.
  • Build strong internal and external relationships.

What you will be doing

Enterprise Products Partners L.P. is one of the largest publicly traded partnerships and a leading North American provider of midstream energy services to producers and consumers of natural gas, NGLs, crude oil, refined products and petrochemicals. Our services include natural gas gathering, treating, processing, transportation and storage; NGL transportation, fractionation, storage and import and export terminals; crude oil gathering, transportation, storage and terminals; petrochemical and refined products transportation, storage and terminals; and a marine transportation business that operates primarily on the United States inland and Intracoastal Waterway systems.

This role is responsible for procurement and contracting activities supporting Field Engineering projects, including pipelines, terminals, compression, gas processing facilities, NGL infrastructure, storage systems, and reliability upgrades. The position ensures Field Engineering projects are executed with qualified contractors, fit-for-purpose materials, and commercially competitive agreements that support safe operations, regulatory compliance, cost efficiency, and schedule performance. Success requires strong commercial judgment, knowledge of sourcing and contracting models, and collaboration with key project stakeholders

What Your Background Should Look Like (minimum Qualifications)
  • A Bachelor's degree is required, preferably in Business, Engineering, Construction Management, Supply Chain.
  • A minimum of 3 years of experience in Procurement/contracting preferably in the energy industry or related industries (such as Process, Chemicals, etc.) is required.
  • CPSM, CPM, PMP, or equivalent certifications are preferred.
  • Experience in pipeline, terminalor gas processing procurement is preferred.
  • Demonstrated RFx management, bid evaluation, contract negotiation, supplier performance management
  • Experience using Oracle ERP is preferred.
  • Proficient in Microsoft Office
  • Excellent written/verbal communication
  • Strong commercial acumen with focus on cost, schedule, safety, and reliability
  • Ability to manage competing priorities
  • High ethical standards and commitment to compliance
  • Strong interpersonal and influencing skills
  • Strong analytical and problem-solving skills
