About This Position

Under minimal supervision and within their delegated procurement authority, this position will perform a variety of procurement services to their assigned department customers including the management of procurement staff, all formal and occasional informal source selection services, contract monitoring and contract administration services, category management, customer management, program management, and a range of advisement and technical support services in these same areas. This position will typically be responsible for soliciting contracts of the highest value, greatest complexity, and most public interest.

Job Description: Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Manages one or more procurement units composed of supervisory, professional, and administrative staff; and provides recruitment, hiring, training, recognition, staff development, performance management, coaching, and progressive discipline. Performs advisory and technical support services to assigned department customers, current and prospective contractors, and members of the public on a variety of procurement activities including procurement cards; delivery orders; purchase orders; informal source selection processes; all formal source selection processes; construction and construction-related professional services including alternative delivery methods, master agreements, order monitoring, participating under and leading cooperative contracts, contract management, contract administration, and category management. Oversees multiple department customers managed by subordinate staff and directly manages department customers as assigned; develops and maintains business, operational, and contractual dependencies of assigned departments; maintains effective working relationships with management, staff, and key stakeholders of assigned departments; leads or assists in the development of departmental procurement plans; and monitors and reports on the performance of departmental procurement plans. Performs program management for one or more programs as assigned; develops and maintains policy and procedural knowledge in assigned programs; develops program goals and objectives and strategies; monitors and reports on program performance. Performs, as necessary, source selection and contract formation services including occasional informal solicitations such as Requests for Quotations (RFQ), issues purchase orders and single transaction contracts under the State’s formal threshold, participates under and leads cooperative contracts. Performs all formal solicitations above the formal threshold including Invitations for Bids (IFB), Requests for Proposals (RFP), and Requests for Qualifications (RFQS); solicitations for Citywide, revenue generating, and concessions contracts; and solicitations for construction and construction-related professional services including alternative delivery methods. Performs, as necessary, contract management and contract administration services including order monitoring for delivery orders, purchase orders, and single transaction contracts; contract compliance monitoring for project contracts and term master agreements; and contract administration services for assigned contracts. Performs, as necessary, category management of one or more groups of similar and/or related contracts as assigned; develops and maintains product, service, and contractual expertise within assigned categories; develops and maintains market intelligence within assigned categories; develops and executes strategic category plans; and develops and presents reports on category performance.

Knowledge of public purchasing practices and techniques. Knowledge of applicable procurement statutes, ordinances, and codes. Knowledge of accounting and budgeting process as it relates to purchasing transactions. Knowledge of contract law, terms, and conditions. Knowledge of buying procedures, purchase orders, delivery orders, and the use of purchasing cards. Knowledge of alternative delivery methods for the procurement of construction and construction-related professional services. Knowledge of informal and all formal source selection processes including price competition. Knowledge of contract negotiation and formation, contract management, and contract administration processes. Knowledge of contract category management. Knowledge of automated purchasing systems. Skill in leading, managing, and training multi-disciplinary workforce. Skill in providing internal consulting services. Skill in providing relationship management to assigned customer departments. Skill in developing and leading cross-functional teams. Skill in computes applications including spreadsheets, databases, and word processing software. Skill in establishing and maintaining good working relationships with other City employees and the public. Skill in effective oral and written communication. Skill in exercising good judgment, tact, and diplomacy. Ability to resolve complex formal contract disputes.

Minimum Qualifications

Graduation with a Bachelor’s degree from an accredited college or university, plus six (6) years of experience in a related field, including two (2) years in a supervisory or managerial capacity. Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of the required non-supervisory/managerial experience.

Preferred Qualifications

Professional procurement experience in a governmental setting Professional procurement certification Experience developing strategic sourcing strategies based on market intelligence, risk insights, long-term organizational goals or other factors Experience leading and developing a procurement team Ability to travel to more than one work location.

Notes to Candidate

Position Overview: Manages the Austin Energy-embedded procurement team, composed of supervisory and professional staff. Performs advisory and technical procurement services to Austin Energy. Develops and maintains comprehensive market intelligence while demonstrating a nuanced understanding of the customer's industry dynamics and the sensitivities of the political environment. Collaborates cross-functionally with corporate procurement category managers to ensure adherence to an integrated organizational strategy and the elimination of operational siloes. Ensures an excellent customer experience while driving proactive procurement planning informed by strategic foresight and meaningful stakeholder engagement.

Pay Range

$97,450 – $125,200 (Annual)

Hours

Monday – Friday; 8:00 a.m. to 5:00 p.m.

Telework opportunities

Telework opportunities may be available after an initial training period. Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs. Staff eligible to telework must be in the office for at least 40% of their scheduled work week.
