Job summary

Blue Energy is seeking a Procurement Lead to oversee procurement and supply chain activity across Owner and Contractor workstreams on a major capital programme. Responsibilities

• Oversee Owner and Contractor procurement through full PO lifecycle: create, issue, revise, and close POs, call-off orders, task orders.
• Validate change orders and contract amendments, ensure pricing and approvals before work proceeds.
• Draft, issue, and administer MSAs, service contracts, NDAs, and amendments with Contracts and Legal.
• Maintain contract and PO data in CLM/ERP, ensuring records and supplier info are accurate.
• Coordinate bid packages, RFQs, supplier responses, and bid tabulations.
• Oversee supplier onboarding, insurance certificates, compliance docs, and expiries/renewals.
• Support P2P: verify requisitions, pricing, terms, and approvals.
• Reconcile invoices, receipts, and PO balances; resolve discrepancies.
• Expedite orders, track deliveries, milestones, and progress payments; escalate issues.
• Ensure compliance with laws, ethics, and Blue Energy policies.
• Maintain audit-ready procurement records and routine reporting.
• Close-out procurement with final reconciliation and records retention.

Role Overview

The Procurement Lead is responsible for overseeing and managing procurement and supply chain activity across both Owner and Contractor workstreams on Blue Energy's capital programme. The role covers the full purchase order lifecycle - from sourcing and bid management through administration, change control, invoice reconciliation, and close-out - ensuring procurement activity is compliant, well-documented, and commercially controlled.

Key Responsibilities

• Oversee and manage both Owner and Contractor project procurement through the full purchase order lifecycle - create, issue, revise, and close out purchase orders, call-off orders, and task orders against master service agreements (MSAs) and equipment supply agreements.
• Oversee and manage the preparation and validation of change orders and contract amendments, ensuring each change is priced, approved, and documented before work proceeds.
• Support the drafting, issuance, and administration of MSAs, service contracts, NDAs, and amendments in coordination with Contracts and Legal.
• Ensure the Owner and Contractor procurement teams maintain contract and purchase order data in the contract lifecycle management (CLM) and ERP systems, ensuring records, values, dates, and supplier information are accurate and current.
• Oversee sourcing and procurement activities for Owner and Contractor, including assembling bid packages and requests for quotation, distributing them to bidders, tracking supplier responses, and compiling commercial bid tabulations.
• Oversee supplier onboarding and pre-qualification, including vendor set-up, collection of insurance certificates and compliance documentation, and tracking of expiries and renewals.
• Support Procure-to-Pay (P2P) activities - review purchase requisitions for completeness and accuracy, verify pricing and terms against the governing agreement, and expedite approvals in line with the delegation of authority.
• Oversee the reconciliation of invoices, receipts, and purchase order balances; investigate and resolve discrepancies with suppliers, Accounts Payable, and requisitioners.
• Expedite orders and track deliveries, milestones, and progress payments, escalating schedule or commercial issues to the Sr. Manager, Supply Chain and Program Manager.
• Ensure procurement activity complies with applicable laws and regulations, anti-corruption and ethics requirements, and Blue Energy policies, procedures, and delegation of authority.
• Maintain organized, audit-ready procurement records and prepare routine reporting on open orders, commitments, spend, change orders, and supplier performance.
• Support contract and purchase order close-out, including final reconciliation, release of retention or holdbacks, warranty follow-up, and records retention.
• Serve as a day-to-day point of contact for Owner procurement team and Contractor Procurement lead as well as suppliers and internal stakeholders on purchase order status, documentation, and administrative queries.

Qualifications

• 10+ years of experience in procurement, purchasing, contract administration, or supply chain support, ideally on major capital projects in the energy, mining, or infrastructure sector.
• Hands-on experience administering purchase orders, change orders, and agreements from issuance through close-out.
• Working knowledge of procurement and Procure-to-Pay processes, including requisitioning, approvals, receipting, and invoice reconciliation.
• Baseline familiarity with common commercial terms and conditions (e.g., payment, delivery, warranty, insurance, and liquidated damages).
• Proficiency with the MS Office suite - particularly Excel - and comfort working in ERP and CLM systems.
• Strong attention to detail and organizational skills, with the ability to manage and prioritize a high volume of transactions in a fast-paced environment, and excellent written and verbal communication skills.
