The City of Philadelphia Procurement Department seeks a Senior Data & Policy Analyst to manage data, systems, and drive improvements to business processes for operational excellence. The analyst will act as an internal consultant and SME, guiding stakeholders citywide with insights and recommendations.

The role involves evaluating legislative and regulatory policies affecting Procurement, translating insights into actionable strategies, and leading improvement projects with strong communication

Qualifications

• Bachelor’s degree or equivalent work experience is required.
• Minimum of 4 to 6 years of systems or data management experience.
• Minimum of 3 years procurement experience preferred.
• Some policy/project management experience preferred.

Responsibilities

• Own Procurement’s business process data; serve as subject-matter expert for systems and processes.
• Establish strong data management practices to improve data-driven performance; train staff and implement internal policies.
• Develop recurring and ad hoc reports and tailor communications to audiences.
• Lead projects and working groups on process improvements, contracting, and procurement priorities; create project plans and timelines.
• Evaluate proposed legislation affecting Procurement and summarize potential impacts.
• Engage stakeholders to determine local policy objectives and improve effectiveness.
