Job summary

City of Philadelphia is seeking a Senior Data & Policy Analyst- Procurement to advance data management, analytics, and policy interpretation within the Procurement Department. You will partner with cross‑functional teams to translate insights into actionable procurement improvements and inform leadership decisions.

The role requires strong data skills, project coordination, and knowledge of procurement processes.

Qualifications

  • Bachelor’s degree or equivalent work experience is required.
  • Minimum of 4 to 6 years of systems or data management experience.
  • Minimum of 3 years procurement experience preferred.
  • Strong analytical and communication skills.
  • Ability to work independently and in a team.

Responsibilities

  • Own Procurement’s data and serve as subject-matter expert for systems and processes.
  • Work across teams to establish data management practices to improve performance.
  • Produce recurring and ad hoc reports and tailor communications for audiences.
  • Support projects and working groups on process improvements and procurement priorities.
  • Evaluate legislation affecting Procurement and summarize potential impacts.
  • Engage stakeholders to determine local policy objectives and improve effectiveness.

Position Summary

Theanalystwillmanageandanalyzedatato effectively problem-solve,communicatingcomplexinformationclearlyandaccuratelyto Procurement staffandCity leadershiptoprovide insights andevaluate performance.They will translate those insights into actionable strategies by leadingandcollaborating onvariousimprovement projects.The analyst will also support the department byevaluatinglegislative and regulatory policiesimpactingProcurement,determiningtheimpacts of potentialpolicychanges, and helpingtoimplement operational changesas needed.

Thisrolerequiresstrong initiative, adaptability, and ability to deal with complicatedoperational and financialchallenges.The ideal candidate will have astrongworking knowledge of procurement systems and processes,data management best practices, anddemonstrableanalyticaland project management skills.

Essential Functions

Own Procurement’s business process data; serve asasubject-matter expert forsystems and processes.

Work acrossteamstoestablishstrong data management practices to improve the ability to use data to manage performance. This may include suggesting new systems or protocols, training staff, and implementation of new internal policies.

Responsible for a variety of recurring and ad hoc reportingandeffectivelytailoring the communication to the audience.

Support and manage projects and working groups related to process improvements, contracting and procurement, and other operationalpriorities. This includes developing a project plan, setting a timeline for key deliverables, and communicating with stakeholders throughoutthe project lifecycle.

Evaluate proposed legislation(local, state, federal)affectingProcurementand summarize potential impacts.

Engage with stakeholders todeterminelocalpolicyobjectivesand improve effectiveness by reviewing andmaking recommendations.

Salary Range: $75,000 - $94,000
