Job summary

Turner & Townsend is seeking a Procurement & Contracts Manager to lead procurement and supply chain activities for a large-scale capital construction program in Houston. Travel to client sites will be required; strong leadership and clear governance are essential.

The role entails developing procurement strategies, managing end-to-end processes, and guiding cross-functional teams through contract documentation, negotiations, and risk management.

Qualifications

• Bachelor's degree in a related discipline.
• 10+ years of procurement, contracts, or commercial management experience on major capital projects.
• Experience establishing governance frameworks and procurement processes.
• Knowledge of major capital project procurement practices and GMP or cost-reimbursable structures.
• Experience with progressive design-build (PDB) is desirable.
• Strong communication, negotiation, and stakeholder management skills.

Responsibilities

• Lead procurement and supply chain activities supporting a large-scale capital construction program.
• Develop and implement procurement strategies, sourcing plans, and contract packaging approaches.
• Establish governance, procedures, workflows, templates, guidance documents, and reporting for integrated commercial function.
• Manage end-to-end procurement processes including market engagement, tendering, evaluation, negotiation, award, and contract administration.
• Support development, review, and formation of contract documents and procurement packages.
• Provide procurement, contractual, and commercial guidance to project leadership and stakeholders.
• Collaborate with project delivery, construction, design, cost management, legal, and commercial teams to align procurement with objectives.
• Identify and manage procurement and supply chain risks including market constraints and long-lead items.
• Develop relationships with contractors, consultants, suppliers, and key supply chain partners.
• Monitor supplier performance and drive corrective actions where required.
• Contribute to maturation of procurement, supply chain, and contracts management capabilities.
• Drive continuous improvement across supply chain tools and processes.
• Adhere to SOX controls where applicable.
