Job summary

The Judicial Council of California seeks a Fiscal Analyst to support branch accounting and procurement, including contracts and the Phoenix Materials Management module.

The role provides guidance on procurement policy, contract reporting, and compliance; develops training materials and solicitation documents; and coordinates contract activities for smaller courts. It requires office presence in San Francisco or Sacramento at least two days per week.

Qualifications

• Bachelor’s degree and three (3) years of professional experience in accounting, finance budgetary, or contract administration; substitutions allowed.
• Juris doctor, MBA, or related master’s degree for the assigned discipline; or two years as an Associate Fiscal Analyst or equivalent.

Responsibilities

• Provide purchasing and contract support to trial courts and end-user support for Phoenix Materials Management module.
• Advise on procurement, contracting, contract reporting, the Phoenix system, and compliance with policies.
• Develop training materials and create solicitation and contract documents.
• Facilitate solicitation and contract activities for smaller trial courts.
• Work independently with minimal supervision and interact with staff, vendors, and other agencies.
