Job summary

Maricopa County is seeking a Procurement Manager to lead procurement operations with integrity and drive excellence. You will act as liaison with external agencies, ensure compliance, and guide a team across professional services, construction, supplies, services, and capital equipment acquisitions.

You will oversee the full procurement process, collaborate with internal and external partners, and contribute to strategic initiatives while fostering a culture of collaboration.

Qualifications

• Three years of contract management, procurement, or purchasing.
• Bachelor's degree in business administration, public administration, purchasing, supply chain management, or related field.
• Job-related experience may substitute for required education on a year-for-year basis.
• CAPA certification within 6 months of hire.

Responsibilities

• Supervises procurement staff, planning, assigning, and evaluating workloads.
• Oversees contract solicitation, evaluation, award, and execution with compliance to codes.
• Provides technical guidance and training in contracting and procurement.
• Maintains proficiency and covers duties to ensure continuity and deadlines.
• Develops and maintains procedures, internal controls, and workflow processes.
• Represents the Flood Control District in procurement and contract matters; coordinates with stakeholders.

We Require

• Bachelor's degree in business administration, Public Administration, Purchasing, Supply Chain Management, Materials Management, or a related field
• Job-related experience may substitute for required education on a year-for-year basis

Job Contributions

Supervises procurement staff, including planning, assigning, monitoring, and evaluating workloads, performance management, training, and hiring. Ensures efficient contract and procurement services, with a high standard of customer satisfaction.

Oversees contract solicitation, evaluation, award, contract execution, and approval processes; ensures purchasing activities are conducted in compliance with the County Procurement Code, applicable state statutes, and department procedures.

Provides technical expertise, guidance, and training regarding contracting, procurement, and contract administration for staff, management, project managers, engineers, contractors, and consultants.

Maintains proficiency in contract and procurement functions and performs the duties of assigned staff as needed to ensure continuity of operations, meet critical deadlines, and maintain service levels.

Develops, implements, and maintains procedures, internal controls, quality assurance standards, and workflow processes. Maintains consistency, compliance, efficiency, and quality.

Serve as the Flood Control District's primary representative in all procurement and contract matters. Coordinates with County departments and external stakeholders, addresses complex procurement and contract issues, and provides guidance and recommendations to management.

Performs other duties as assigned
