Job summary

Maricopa County Flood Control District seeks an experienced Project Manager to lead planning, design, and construction of large flood risk reduction projects. You will oversee multiple initiatives from concept through delivery, coordinating engineers, planners, and external consultants.

The role requires four years of capital projects experience, a relevant bachelor's degree, and PE or EIT status or the ability to obtain Arizona certification.

Qualifications

• Four years of experience managing large projects in capital improvement, scoping, design, and construction.
• Experience with flood control projects and public works design development.
• Experience coordinating consultants, budgets, and project schedules.
• PE registration or ability to obtain Arizona registration within six months.

Responsibilities

• Provide leadership and direction for project development across all phases.
• Coordinate consultants, planners, and staff to ensure design and construction success.
• Plan work, develop scope, schedules, budgets, and specifications; ensure regulatory conformance.
• Prepare authorizations (MOUs, IGAs, resolutions) and present to boards and partners.
• Participate in consultant selections and contract negotiations.

Work With Us

We Require Four years of experience managing large projects in capital improvement, scoping, design, and construction, engineering, architecture, urban planning, traffic/roadway, or related scopes. Bachelor’s degree in Engineering, Architecture, Construction Management, Urban Planning, Public Administration, Business Administration, or a closely related field. A combination of post‑secondary education and/or job‑related experience may substitute for the required experience on a year-for-year basis. Successful candidates must possess, or have the ability to obtain, a valid Arizona driver’s license by the time of hire. We Also Value Four or more years of professional civil engineering experience. Experience with flood control projects. Experience in the development of the design of public works civil projects, and the preparation of related construction plans and specifications (P&S). Have experience in working with and directing consultants, contract management, developing budgets, and project schedules. Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration, or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment, or an Engineer‑in‑Training (EIT) certificate.

Job Contributions

Provide leadership, direction, and guidance in project development.

• Manage and coordinate consulting engineers, planners, and other staff to assure the proper execution of all phases of a project, including the design, preparation of construction documents, and various agreements.
• Plan the work and direct the development of the project design, scope of work, schedules, budgets, criteria, standards, and specifications; resolve complex problems, and assure conformance to county, state, and Federal regulations.
• Collaborate with internal and external stakeholders, including reviews of project plans, specifications, technical/design reports, cost estimates, public exhibits, alternative analyses, and other deliverables with in‑house staff and project partners.
• Prepare, negotiate, and maintain project authorizations, including MOUs, Resolutions, IGAs, and other associated project documents, coordinate the development of these authorizations with partners, and make presentations to various Boards on projects and project authorizations.
• Present projects at public meetings and board meetings, evaluate stakeholders and public concerns, and ensure project status by working with stakeholders.
• Participate in consultant selections and contract negotiations.

Working Conditions

This position is eligible for hybrid flexibility after a brief training period. Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly, or requires walking or standing to a significant degree. Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.

Machines, Tools, Equipment, Software, and Hardware: Use of a computer on a daily basis, with general office software.

Protective Equipment

Required: Personal protective equipment will be required on construction sites and provided by the employer.
