Responsibilities

  • Plan, coordinate, supervise, and evaluate activities of procurement staff.
  • Represent the Department of Transportation in procurement matters with professionalism.
  • Administer procurement processes and assess risk in solicitations and contracts.
  • Generate and review contracts, bid evaluations, RFPs, amendments, and related documents.
  • Create/update procurement policies and provide training.
  • Collaborate with cross-functional teams and conduct audits.

Coordinate the needs of all the Divisions, prioritizing procurement to best meet the Department’s mission and goals in compliance with Federal, State, and County rules and regulations* Responsible for administering the Department’s procurement processes, assessing and minimizing risk in solicitation and contracts* Generate and review construction and professional service contracts, including formal bid evaluations and Requests for Proposals, contract amendments, work assignments, change orders, payments, and related technical and budget documents for completeness, ensuring Federal, State, and County rule and regulation compliance* Generate and review purchase orders, insurance certificates, bonds, and other contract-related documents for compliance with contract terms, Federal, State, and County regulations, and policies* Create/update procurement policies, processes, and procedures. Provide training. Prepare regular and ad hoc reports and analyses* Work with cross-functional teams, review committee makeup, oversee pre-bid meetings, bid openings, evaluation meetings, and interviews.
