Covered California seeks a Procurement Compliance and Administrative Specialist to strengthen procurement risk management and compliance. Qualifications

  • Accounting frameworks: Core accounting mastery in both budgetary fund modified accrual and full accrual accounting and reporting.
  • Financial and Accounting Compliance: Deep knowledge of GASB, GAAP, the SAM, Government Code, and relevant statutes.
  • System & Software: Proficient in FI$Cal/PeopleSoft, Microsoft Excel, and Word.
  • Year-End Reporting: Experience managing year-end financial reporting across Budgetary Legal, GAAP; writing financial statements, reports, and complex analysis.
  • Interpersonal Collaboration: Strong interpersonal skills and the ability to relate effectively and positively to all staff levels.
  • Process Presentation: Excellent verbal and written communication skills, with specialized experience preparing and presenting complex accounting processes.

Responsibilities

  • Develops and implements frameworks for risk management and continuous improvement within procurement operations.

  • Oversees and handles related projects and administrative activities.
  • Serves as the Small Business and Disabled Veteran Enterprise (SB/DVBE) Advocate and advocates for SB and DVBE participation, developing policies and programs to streamline procurement processes and ensure compliance with laws and regulations.
  • Support Divisions on complex procurement requests, including pre-solicitation planning, proposal evaluations, contract lifecycle management, and renewal strategies.
  • Compile and present quarterly contract reports to executives and the Board of Directors, maintaining transparency through public postings.
  • Serves as the Department’s Form 700 Coordinator for all contractors.
  • Represent Covered California in meetings, conferences, etc.

Effective July 1, 2025, in response to the budget deficit, the Department of Human Resources (CalHR) has implemented the Personal Leave Program 2025 (PLP 2025).
