Job summary

LSU Health New Orleans invites applications for the Procurement Analyst 1, 2 or 3 roles in its Purchasing division. The role performs advanced procurements for LSU HSC New Orleans, applying state procurement rules and ensuring best value for university and state.

Compensation ranges from $16.86 to $20.65 per hour, with progression based on experience. Location is 433 Bolivar St., New Orleans, LA, with standard business hours and probationary employment.

Qualifications

• Three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
• Six years of full-time work experience in any field; OR
• A bachelor’s degree.
• Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.
• The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

• Applies the Procurement Code in order to perform the full range of professional procurement activities for LSU HSC New Orleans. Determines the appropriate method of procurement in accordance with state laws and regulations.
• Procures through proper specification development, solicitation, evaluation of bids, vendor selection, and award to the lowest responsible and responsive vendor whose bid meets the requirements and criteria set forth in the solicitation.
• Corresponds with vendor and LSU HSC New Orleans staff, verbally or written, on contract terms, pricing, deliveries, quality, and order changes. Resolves discrepancies as needed.
• Perform any and all related job duties, commensurate with the responsibilities of the position, as directed by the Assistant Director.
• Provides guidance to LSUHSC personnel and suppliers on the procurement code, as well as applicable policies and procedures relative to the appropriate method of procurement for the goods and/or services to be purchased.
• Seek out the most aggressive discounting possible (including any applicable contacts that are available for use by the LSUHSC) and/or negotiate all allowable non-competitive purchases to ensure that the best value is obtained for the university and the State. This includes sole source procurements and procurements exempt from competition as described in applicable Executive Orders and Revised Statutes.
• Consolidates purchases of common items to obtain maximum economic benefit for the entire agency Essential.
• Maintains records of procurement transactions and qualified vendors.
