Job summary

OCT Consulting, LLC is a business management and technology firm supporting Federal Government clients. The role focuses on acquisition policy development and regulatory compliance within Contract Specialist/procurement activities.

We seek an experienced professional with a background in federal contracting, policy interpretation, and training to strengthen the client’s acquisition program. U.S. citizenship and Public Trust eligibility are required.

Qualifications

• Minimum 6 years of full-spectrum federal contract experience.
• Experience reviewing and developing acquisition policy for federal agencies.
• Familiarity with FAR, contracting procedures, and procurement processes.
• Must be a US Citizen and capable of obtaining/maintaining a Public Trust clearance.

Responsibilities

• Review Acquisition policies and procedures to ensure compliance with regulatory requirements.
• Assist in researching and developing client regulations, clauses, and guidance documents.
• Serve as a technical resource for interpreting acquisition policies and advising on issues.
• Assist in training Acquisitions Staff and stakeholders on regulations and procedures.
• Operate under supervision and present findings to executive personnel.

Procurement Analyst (0041)

OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for an Acquisition Professional with at least six (6) years of Contract Specialist(or)Contracting and Procurement(1102) experience with an emphasis in the review and development of acquisition policy strategy. A demonstrated background in the development of acquisition policy for a federal agency is a must. We are looking for experts with experience supporting an acquisition officein the Contract and Procurement Series,1102 is preferred. The experience can be either as a federal government employee or as a contractorsupporting a Federal or combination of both.

Specific responsibilities will include but are not limited to:

• Review Acquisition policies and procedures to ensure the Client's acquisition program complies with current regulatory requirements.
• Assist in the research, development and upkeep of local Client regulations, provisions and clauses, Acquisitions Manual, Client Procurement Guidance Documents, and other Federal regulatory guidance.
• Serve as an expert and technical source for interpreting acquisition policies and procedures and offer sound, researched advice to mediate or address current issues within the acquisition realm.
• Assist in the development of and participate in training Acquisitions Staff and/or other stakeholders to enhance their understanding of acquisition regulations, processes and/or procedures.
• Operate under general-administrative supervision with the expectation of working independently on certain actions and presenting findings in a logical manner to executive personnel.

Qualifications

• At least 6 years of full-spectrum federal contract experience, knowledge of contract support that includes:
  • Market Research/Pre-solicitation activities
  • Solicitation Phase activities
  • Post Award Contract Administration Phase activities
  • Closeout Phase activities
• Bachelor's Degree or higher required
• Demonstrated experience with acquisition policy review and development
• Acquisition certification is highly preferred (i.e., FAC-C, DAWIA certification, with NCMA certifications will also be considered)
• Familiarity with the FAR, contracting procedures, and procurement processes
• Must be able to obtain or retain a Public Trust clearance; the security screening process may involve a credit, fingerprint, and law enforcement agency check
• Must be a US Citizen

Salary: $95,000-102,500 commensurate with experience
