Job summary

OCT Consulting LLC in the Washington, DC area seeks a Contract Specialist II to support federal acquisition programs. The role requires at least six years of full‑spectrum contract experience, FAR knowledge, and US citizenship with eligibility for a Public Trust clearance.

You will draft pre‑award documents (SOWs, SOOs, PWSs), assist with IGCEs, market research, RFIs/IFBs/RFPs, and post‑award administration in a collaborative, hybrid work environment.

Qualifications

• Six years of full-spectrum federal contract experience.
• Bachelor's degree with at least 24 semester hours in related fields.
• FAC-C or DAWIA eligible or equivalent contracting certification.
• Knowledge of FAR and federal contracting procedures.
• US Citizenship and ability to obtain Public Trust clearance.
• Ability to work in a hybrid environment.

Contract Specialist II (0020)

OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT Consulting currently has an opportunity for a Contract Specialist ll (0020) with at least six (6) years of relevant experience supporting an acquisition office. Contract and Procurement Series 1102 experience is required. Experience can be either as a federal government employee or as a contractor supporting a Federal Agency, or a combination of both.

Applicants shall demonstrate experience supporting all aspects of the Acquisition/Procurement process including:

• Serve as a strategic business advisor to the contracting office staff and program offices for all facets of the acquisition life cycle to include independently reviewing acquisition strategies and related documentation providing expert advice and analysis.
• Provide requirements documentation support to include assisting with the development and preparations of pre-award Specifications, Statements of Work (SOWs), Statements of Objective (SOOs), Performance Work Statements (PWSs) for performance-based acquisitions (PBA) and other requirements documents.
• Assist with the development of Independent Government Cost Estimates (IGCE)
• Support market research and market surveys identifying contract and purchasing vehicles/solutions and potential sources. Support includes preparing and posting announcements in electronic procurement portals such as SAM and preparing written reports and documents.
• Assist in the development and preparation of draft Invitation for Bids (IFBs), Requests for Quotes (RFQs), Requests for Proposals (RFPs) and Combined Synopsis/Solicitations, recommending and preparing terms and conditions as appropriate.
• Assist in all aspects of source selection and contract award to include and preparing and coordinating reports such as D&Fs, Justifications and Approvals (J&A), etc.…; and distributing and posting contract file documents.
• Support post contract award and administration.

Qualifications

• Six (6) years of full-spectrum federal contract experience
• A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
• Must be FAC-C or DAWIA eligible or possess an equivalent professional Contracting certification such as a CFCM or CPCM
• Knowledgeable in the Federal Acquisition Regulation (FAR) and federal contracting procedures
• Proficiency in using software tools for document creation, collaboration, and formatting, such as Microsoft Word, Excel, SharePoint, and UFMS or similar contracting writing systems
• Attention to detail, accuracy, and adherence to project timelines
• Effective communication skills and ability to work collaboratively with subject matter experts, acquisition professionals, and stakeholders
• Must be a US Citizen
• Must be able to obtain and maintain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check
• Must be able to work in a hybrid work environment
