This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Veterans' preference does not apply to this announcement.

Summary:

Duties
  • Serves as a Procurement Analyst within the Contracting Division.
  • Interprets higher-level contracting policy and directives and provides guidance and assistance to U.S. Army Corps of Engineers (USACE)/ Senior Contracting Official (SCO)/District/Center contracting personnel in implementing policy.
  • Considered a Subject Matter Expert and Technical Authority responsible for conducting comprehensive reviews of contracting office work products including but not limited to acquisition strategies, to include the facilitation of acquisition of services strategy panels; acquisition plans; request for proposals; Price Negotiation Memoranda; Source Selection Decision documents, complex contracts, proposed modifications and Justification and Approval documents.
  • Provides guidance and assistance to District contracting personnel in implementing regulations, policies, procedures, and ensuring compliance.
  • Serves as representative of special task groups as tasked by Branch Chief in support of District.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement for Procurement Analyst:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Education

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience

One year of specialized experience which includes: 1)Providing advisory, planning, data analysis or reviews on acquisition and procurement contractual projects for an organization AND 2) Performing pre and post award functions for regulatory compliance and effectiveness.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

Time-in-Grade:

Candidates must have held a position at the next lower grade (GS-11) for at least 52 weeks.

  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
