Job description

The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth’s Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

Our Mission:

We provide technology leadership across the Commonwealth to enhance the quality of public service and foster positive community outcomes.

EOTSS is seeking a motivated, detail-oriented individual to join the Procurement Team within the Finance & Administration Unit as an entry-level Procurement Analyst. Reporting to the Director of Procurement, this position will provide administrative and operational support for procurement activities across the agency, including coordinating incoming procurement requests, maintaining accurate records, tracking procurement activities, and assisting with routine purchasing processes under the guidance of experienced procurement staff.

The Procurement Analyst will work collaboratively with business and technical stakeholders across EOTSS to support timely and efficient procurement services while learning and adhering to Commonwealth procurement policies, procedures, and requirements. This position is ideal for an individual looking to begin a career in public sector procurement and offers hands‑on experience, professional development, and opportunities to build the knowledge and skills necessary to take on progressively more complex procurement responsibilities.

The primary work location for this position is One Ashburton Place, Boston, Massachusetts 02108. The standard work schedule is Monday through Friday, 9:00 AM to 5:00 PM.

This position follows a hybrid work model, requiring a minimum of two in‑office days per week, with additional in‑office presence as needed to support business operations. Flexibility and adaptability are expected to accommodate operational needs and evolving business priorities. Occasional travel may be required to the Massachusetts Information Technology Center (MITC) or other Commonwealth offices throughout Massachusetts to support business operations, attend meetings, or participate in training.

Duties and Responsibilities:
  • Process low‑risk, low‑complexity procurements with supervision and review as appropriate.
  • Monitor the Procurement intake mailbox, review incoming requests for completeness, obtain clarification as needed, track request status, and route or elevate inquiries to appropriate team members.
  • Enter, update, track, and follow up on Procurement and Contract Requests (PCRs) for assigned business units; ensuring accurate documentation, timely follow‑up, and proper record‑keeping.
  • Provide responsive, professional customer service to administrative and technical staff at varying levels of seniority and communicate with vendors or external parties as needed.
  • Understand business needs, clarify incomplete or inconsistent information, and respectfully explain requirements or raise concerns; seek guidance before making commitments.
  • Maintain organized procurement files, trackers, supporting documentation, and follow‑up schedules; manage multiple requests and deadlines with accuracy and attention to detail.
  • Generate, maintain, and review routine procurement reports to track workload, request status, processing timelines, purchasing activity, and other key metrics; identify discrepancies and trends, and support data‑informed decision‑making and process improvements.
  • Provide basic procurement process guidance and training to agency staff, including individual walkthroughs, demonstrations, and assistance with established procedures and systems, with guidance from experienced procurement staff as appropriate.
  • Support compliance and quality control by checking routine documentation for completeness and consistency and escalating exceptions, risks, or unfamiliar issues.
  • Assist with basic quote comparisons, price documentation, spend tracking, and other straightforward data reviews to support informed purchasing decisions.
  • Develop working knowledge of Commonwealth procurement policies, procedures, systems, and tools through training and hands‑on experience. Support continuous improvement initiatives, including the responsible use of technology, automation, and AI‑enabled tools.
Preferred Knowledge, Skills, and Abilities:
  • At least one (1) year of professional experience in an administrative, customer service, operations, purchasing, procurement support, or related role.
  • Strong organizational skills and attention to detail, with the ability to maintain accurate records, manage multiple requests, prioritize competing deadlines, and ensure timely follow‑through.
  • Strong customer service skills, with the ability to establish productive working relationships and communicate professionally with administrative, business, and technical stakeholders at all levels.
  • Effective written and verbal communication skills, including the ability to ask clarifying questions, explain requirements, address concerns, and respond to inquiries professionally and tactfully.
  • Proficiency with standard office applications, including Microsoft Outlook, Word, Excel, and shared documentation or tracking systems, with a willingness to learn agency‑specific technology.
  • Sound judgment, critical‑thinking, and problem‑solving skills, with the ability to identify missing or inconsistent information, evaluate situations, and recognize when to seek guidance or elevate concerns.
  • Ability to follow established policies and procedures, verify information for accuracy, and exercise discretion when responding to inquiries or resolving routine issues.
  • Demonstrated ability and willingness to learn new policies, procedures, systems, and technologies, with openness to training, constructive feedback, and progressively greater responsibility.
