Job summary

Massachusetts Port Authority is seeking a Senior Procurement Analyst in East Boston to drive procurement planning, evaluate solicitations, and manage contracts with a focus on transparency and value. You will collaborate across departments, analyze procurement data, and foster vendor relationships to support Massport’s mission.

The role requires a BA/BS in business, finance, or related field and 3–5 years in purchasing, with strong MS Office skills and experience in Oracle Fusion or PeopleSoft.

Qualifications

  • Bachelor's degree in business management, finance, or related field, or equivalent experience.
  • 3–5 years of purchasing experience with ability to analyze RFP responses and perform data analysis.
  • Knowledge of e-procurement; exposure to supplier diversity, sustainability, NetZero, EV fleet procurement preferred.
  • Proficiency in Microsoft Office and experience with procurement or accounting systems such as Oracle Fusion or PeopleSoft; professional purchasing certifications preferred; strong verbal and written communication.

Responsibilities

  • Leads procurement planning by assessing departmental needs and maintaining schedules and tools.
  • Manages fair, compliant solicitations with RFP/RFQ materials and evaluation processes.
  • Administers contracts by coordinating with Legal and updating procurement systems; monitors active agreements for timely execution.
  • Engages stakeholders and vendors, analyzes data, and recommends improvements for efficiency and value.

ABOUT YOU

As a Senior Procurement Analyst, you bring strong judgment, analytical thinking, and a commitment to fairness that helps you navigate complex procurement decisions with clarity and integrity. You communicate openly with stakeholders, build constructive vendor relationships, and foster collaboration across departments. You manage details with precision, adapt quickly to shifting operational needs, and use data, technology, and process improvements to strengthen transparency, efficiency, and overall value in procurement operations.

What you will do:

  • Leads procurement planning by assessing departmental needs, defining requirements, and maintaining tools and schedules that ensure continuity of goods and services.
  • Manages fair and compliant solicitations by developing RFP/RFQ materials, facilitating evaluation processes, and overseeing vendor selection and award decisions.
  • Administers contracts and service agreements by coordinating with Legal, processing updates in procurement systems, and monitoring active agreements for timely execution and payments.
  • Engages stakeholders and vendors, analyzes procurement data, and recommends improvements that increase efficiency, transparency, and value across procurement operations.

What you offer:

  • Bachelor's degree in business management, finance, or a related field, or equivalent relevant work experience.
  • 3-5 years of purchasing experience with demonstrated ability to analyze and interpret RFP responses and perform data analysis.
  • Knowledge of e‑procurement practices, with preferred exposure to supplier diversity initiatives, sustainability and NetZero practices, and procurement of EV fleet equipment.
  • Proficiency in Microsoft Office and experience with procurement or accounting systems such as Oracle Fusion or PeopleSoft; professional purchasing certifications are preferred, along with strong verbal and written communication skills.

The salary range for this position is $85,000 to $92,000 annually and will be determined based on a variety of factors, including relevant experience, education, certifications, training, specialized skills, and overall qualifications.
