  • Minimum of 10 years’ experience in subcontract administration, procurement, or supply chain management, preferably in the defense or aerospace industry.
  • Proven and demonstrable experience with FAR/DFARS and government contracting.
  • Experience in an SBLO role.
  • Strong negotiation and analytical skills.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite and ERP software systems.
  • Ability to manage multiple priorities and work effectively under pressure.

Responsibilities

  • Lead team of subcontracts and purchasing personnel to ensure high performance and coach for progression.
  • Lead with humility and set expectations for compliance and performance.
  • Issue RFIs, RFPs and RFQs; evaluate responses and conduct source selection; negotiate terms and conditions.
  • Draft, review and negotiate subcontract agreements and purchase orders; ensure FAR/DFARS compliance.
  • Administer subcontracts and POs, including modifications; ensure timely delivery, quality, and performance.
  • Ensure change management principles are upheld.
  • Draft, negotiate, update and track compliance for small business subcontracting plans.
  • Submit ISR and SSR; lead outreach to ensure qualified bidders for small business/socio-economic categories.
  • Prepare for and participate in government reviews and audits.
  • Identify and mitigate risks; manage supplier relationships and reporting.

Job description

Position Title:Principal Subcontracts Administrator
Location: Tampa
Department:Procurement/Senior Staff

The Principal Subcontracts Administrator will be responsible for managing and overseeing the full lifecycle of subcontracts and purchasing in support of defense and commercial programs. This includes solicitation, negotiation, award, administration, and closeout of subcontracts, as well as the development of procurement strategies to align with corporate objectives and ensure successful program performance. The ideal candidate will ensure compliance with government regulations, applicable law and corporate policies while maintaining effective relationships with subcontractors, suppliers and internal stakeholders.

Responsibilities
  • Leadership
    • Lead team of subcontracts and purchasing personnel to ensure high performance. Ensure personnel meet company objectives, and coach and mentor in support of career satisfaction and progression.
    • Lead with humility and compassion and set expectations for compliance and performance.
  • Solicitation and Source Selection
    • Issue Requests for Information (RFI), Requests for Proposals (RFPs) and Requests for Quotations (RFQs) to potential subcontractors.
    • Evaluate responses, proposals and quotations, conduct source selection, negotiate terms and conditions, perform cost/price analysis etc.
    • Subcontract and Purchase Order Award and Administration:
    • Draft, review, and negotiate subcontract agreements and purchase orders, ensuring compliance with FAR/DFARS and other regulatory requirements.
    • Administer subcontracts and purchase orders, including modifications, ensuring timely delivery, quality, and performance.
    • Ensure change management principles are upheld.
  • Small Business Liaison
    • Draft, negotiate, update and track compliance for small business subcontracting plans
    • Ensure regulatory compliance with FAR Part 19, DFARS 219 and SBA rules
    • Submit Individual Subcontracting Report (ISR) and Summary Subcontract Report (SSR)
    • Lead outreach to ensure an adequate pool of qualified bidders to support small business and socio-economic categories
    • Prepare for and participate in government reviews and audits
  • Compliance and Risk Management
    • Ensure adherence to all applicable laws, regulations, and internal policies.
    • Identify and mitigate risks associated with subcontracts, including financial, schedule, and performance risks.
  • Supplier Relationship Management
    • Establish and maintain strong relationships with subcontractors and suppliers, acting as the primary point of contact.
    • Resolve issues and disputes, facilitating effective communication and collaboration between subcontractors/suppliers and internal teams.
  • Documentation and Reporting
    • Maintain accurate and complete subcontract files and records.
    • Prepare and present reports on subcontract status, performance, and compliance to management.
  • Continuous Improvement
    • Participate in process improvement initiatives to enhance subcontracting practices and efficiency.
    • Stay current with industry trends, best practices, and regulatory changes.
    • Cross-Functional Collaboration: Work closely with engineering, program management, planning, contracts, and other departments
Qualifications
  • Bachelor's degree in Business Administration, Supply Chain Management, Pre-law or a related field.
  • Minimum of 10 years’ experience in subcontract administration, procurement, or supply chain management, preferably in the defense or aerospace industry.
  • Proven and demonstrable experience with FAR/DFARS and government contracting.
  • Experience in an SBLO role
  • Strong negotiation and analytical skills.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite and ERP software systems.

Preferred
  • Advanced degree or professional certification (e.g., CPSM, CPCM) is a plus.
  • Experience working in chemicals, oil and gas, and/or raw material/precursor purchasing across commodities and indexed materials.
Other Requirements
  • Travel:<25%, to support other Paligen locations, supplier visits, etc.
  • Work Environment:Office, supplier sites, manufacturing locations.
  • Background Investigation/Drug Screen/US Person:Required.
