Collins Aerospace, an RTX company, seeks a Principal Project Engineer - Technical Program Manager (TPM) to join the OSS Products Team in Cedar Rapids, IA. Lead program planning across the full development lifecycle, ensuring delivery against cost, schedule, and contractual commitments.

You will coordinate major reviews (PDR/CDR/TRR), provide EVM analysis for government reporting, and mentor junior PMs. A Secret clearance is required; 10% travel is expected.

  • U.S. citizenship is required for access to sensitive program information.
  • Typically requires STEM degree with 8 years of experience or advanced degree with 5 years.

Principal Project Engineer - Technical Program Manager (TPM)

We are seeking a Principal Project Engineer - Technical Program Manager (TPM) to join the Open Systems Solutions (OSS) Products Team in Cedar Rapids, Iowa. The OSS organization delivers next-generation open architecture products designed for rapid capability deployment and modular system integration.

What You Will Do
  • Lead program planning and execution across the full development lifecycle, ensuring delivery against cost, schedule, and contractual commitments
  • Coordinate major engineering events and reviews (PDR, CDR, TRR) by driving preparation, tracking action items, and ensuring cross-functional readiness
  • Provide Earned Value Management (EVM) analysis and support required government reporting
  • Identify, track, and mitigate program risks and opportunities, ensuring timely communication and decision-making
  • Facilitate cross-functional working sessions to align engineering, operations, and customer stakeholders.
  • Manage program schedules, budgets, staffing plans, and execution metrics
  • Support bids and proposals, including BOEs, schedule development, and cost estimates
  • Maintain strong customer relationships through regular engagement, status reviews, and issue resolution
  • Coach and mentor junior program managers in execution discipline and program leadership best practice
  • 10% Travel Required
Qualifications You Must Have
  • Experience with Earned Value Management (EVM) and government program reporting requirements
  • Demonstrated ability to plan, manage, and execute complex technical programs
  • Familiarity with Agile principles and methodologies
  • Experience coordinating or supporting multi-disciplinary engineering teams (software, hardware, systems, etc.)
  • Strong communication skills and comfort working directly with customers and external partners
  • Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain Top Secret after start date
  • U.S. citizenship only (dual citizenship not permitted) is required, as access to information under this program/contract is restricted to individuals with sole U.S. citizenship
  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
Qualifications We Prefer
  • Experience with Model Based Systems Engineering (SysML, Cameo, Rhapsody)
  • Experience with MS Project, Confluence, JIRA, or similar tools
  • Technical risk & opportunity management
  • Agile leadership experience (Scrum Master, Product Owner, etc.)
  • Experience with bidding, estimating tools (SEER), and BOE development
  • Familiarity with military CONOPS
  • Design-to-cost, design-for-manufacturing background, or experience transitioning products to production
  • Existing SAP clearance

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
