Position

Principal Program Cost Schedule & Control Analyst (Level3) or Sr. Principal Program Cost Schedule & Control Analyst (Level4)

Location: Melbourne, FL or Palmdale, CA. Role is onsite; no virtual/telecommute options due to classified nature.

Relocation Assistance

Relocation assistance may be available. Clearance required for start: Yes. Clearance type: Secret. Travel: Yes, 10% of the time.

Essential Functions
  • Interface with program managers, functional management, and cost account managers (CAMs) to provide financial and administrative support and analysis.
  • Apply Earned Value Management (EVM) and performance measurement baseline concepts to multiple contracts for control accounts within an engineering IPT.
  • Lead and train other analysts for full‑level1 EVM contracts.
  • Establish work breakdown structure for execution of budgeted cost of work scheduled.
  • Assess and maintain objective performance criteria—develop, maintain, analyze, and justify estimates to complete.
  • Support internal and external reporting requirements for variance analysis and budgeting baseline.
  • Maintain accurate cost and schedule integration with business partners and program teams.
  • Analyze funding, cost risk analysis/assessment, and visibility reports; prepare government cost performance reports and performance measurement variance analysis.
  • Perform analysis and prepare reports to ensure contracts remain within negotiated parameters and government cost-control guidelines.
  • Support monthly and quarterly financial forecasting and reporting processes.
  • Provide internal reporting that incorporates forecast, identifies staffing issues related to baseline/ETC, and executes corrective actions or updates using program reporting tools.
  • Interface with Business Managers and support booking‑rate files and profitability updates.
  • Demonstrate good leadership skills and the ability to work with the Program Office while leading a smaller team.
  • Use financial systems with an understanding of DoD financial rhythms; provide strategic guidance; develop and implement solutions of moderate scope; analyze variances/trends; develop new methods and process techniques; work under general supervision; influence peers and customers; maintain good interpersonal skills while representing the finance team on various projects.
Basic Qualifications – Level3
  • Bachelor’s degree with 5years of experience in business administration, finance, accounting, financial analysis, and/or related industry fields, OR Master’s degree with 3years of experience.
  • Active DoD Secret clearance or higher (background investigation completed within the last 6years or currently enrolled in Continuous Evaluation).
  • Ability to obtain and maintain Program Access within a reasonable period.
  • Experience with Earned Value Management (EVM).
  • Experience with Microsoft Office suite, including Excel and PowerPoint.
  • Experience supporting a monthly financial forecasting rhythm.
  • Experience with EAC development and analysis.
  • Experience with MPM and/or Cobra.
Basic Qualifications – Level4
  • Bachelor’s degree with 8years of experience in business administration, finance, accounting, financial analysis, and/or related industry fields, OR Master’s degree with 6years of experience.
  • Active DoD Secret clearance or higher (background investigation completed within the last 6years or currently enrolled in Continuous Evaluation).
  • Ability to obtain and maintain Program Access within a reasonable period.
  • Experience with Earned Value Management (EVM).
  • Experience with Microsoft Office suite, including Excel and PowerPoint.
  • Experience supporting a monthly financial forecasting rhythm.
  • Experience with EAC development and analysis.
  • Experience with MPM and/or Cobra.
Preferred Qualifications
  • Experience developing CDRLs (IPMR/IPMDAR/CPR/CFSR/CSDR).
Salary Range

Primary Level: $81,400–$141,200 per year. Secondary Level: $101,400–$176,300 per year.
