  • Possession of a PE license is preferred and FHWA-approved bridge inspection training is a plus.

Responsibilities

  • Manage the bridge safety inspection program to meet Federal and State requirements.
  • Develop and prioritize the 4-year bridge repair and annual budgets.
  • Create Capital Improvement Plan components with cost estimates and scoping.
  • Procure design and construction contractors for maintenance and capital projects.
  • Direct consultants on plans, specs, estimates, and bid documents; review work products.
  • Prepare detailed design/construction engineering plans and cost estimates.
  • Collaborate with internal/external stakeholders to deliver projects on time and within budget.
  • Develop materials for pre-bid meetings, public engagements, and project meetings.
  • Design and review retaining walls and other small structures.
  • Provide structural engineering guidance on other capital projects.
  • Oversee asset management and oversight for 35+ bridges; manage procurement.

Job description

  • Manage the bridge safety inspection program and ensure biennial inspections comply with Federal and State requirements
  • Develop and prioritize the 4-year bridge repair maintenance plan and annual bridge repair and maintenance budgets
  • Create the bridge component of the Capital Improvement Plan, including cost estimates and scoping for future projects and rehabilitations
  • Procure design and construction contractors for annual maintenance, repair work, and capital improvement projects
  • Direct consultants developing plans, specifications, estimates, and bid documents; review consultant work products
  • Prepare and review detailed design and construction engineering plans, cost estimates, technical reports, and related documentation
  • Collaborate with internal teams, external agencies, and stakeholders to deliver projects on time, within budget, and in compliance with regulations
  • Develop materials for and participate in pre-bid meetings, public engagement presentations, construction meetings, and other project events
  • Design and review retaining walls and other small structures
  • Provide structural engineering guidance on other capital projects
  • Oversee asset management, maintenance, repairs, and capital projects for the County’s 35+ bridges
  • Manage consultant and contractor procurement and oversight for bridge rehabilitation and replacement projects
Requirements
  • Bachelor’s degree in Engineering
  • Significant progressively responsible professional, technical civil engineering experience
  • At least two years' experience in bridge program management, bridge rehabilitation design, and/or project management of bridge rehabilitation capital projects
  • Valid driver's license, or ability to obtain one by time of appointment
  • Authorization for Arlington County to obtain or receive a copy of the official driving record
  • Successful completion of a pre-employment criminal records check
  • Completion of all application sections and supplemental questions
  • Attached resume
  • Ability to attend occasional local and state events, field meetings, and public engagement events, including some outside regular working hours
  • Professional Engineer (PE) License in Virginia or a reciprocal state preferred
  • FHWA-approved comprehensive bridge inspection training course preferred
  • Experience managing bridge programs and transportation projects for a government agency preferred
