Textron Systems is seeking a Principal Contracts Specialist to support government, international and commercial contracts from pre-proposal through closeout. You will work with Business Unit teams and Legal to manage risk, ensure compliance and timely contract administration.

The role requires a BA/BS with 7 years of federal/commercial/international contract experience, knowledge of FAR/DFAR, and a willingness to travel. NCMA membership and professional certifications are a plus.

Qualifications

  • BA/BS degree required; law or MBA a plus.
  • Minimum 7 years' experience with federal, commercial and international contracts.
  • Active pursuit of government contracts certificates is a plus; NCMA membership preferred.

Responsibilities

  • Support contract management from pre-proposal to closure.
  • Review solicitations, terms, and T&C; analyze risk.
  • Assist bid/no bid decisions and proposal reviews.
  • Administer diverse contracts and maintain files.
  • Coordinate with Legal on high-risk terms and issues.

The Principal Contracts Specialist shall proactively provide support to contract management and directors of a particular Business Unit in administering government, international and commercial contracts. S/he will support all aspects of contract management throughout the contracting process, from pre-proposal activities through contract closure. In performing this role, the Principal Contracts Specialist will:

  • Support the review and risk analysis of solicitations and terms and conditions and coordinate with their supervisor.
  • Participate in bid/no bid decisions and proposal review meetings.
  • Review cost proposals, maintain cost and pricing data records for TINA compliance, support fact-finding and DCAA audits, and support negotiations.
  • Proactively administer a variety of contracts (government/commercial, domestic/international) of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, time and material, etc.) and modifications thereto. Prepare and coordinate business correspondence, generate required contract-related reports, and maintain accurate and complete contract files and records for the company.
  • Remain actively engaged with (and serve as an integral member of) designated program teams and develop strong interfaces with Hunt Valley personnel in other functional areas.
  • Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing, and payments), and notify contract managers or directors of potential non-compliances or other problems that could have an adverse impact on the company.
  • Identify and administer contract changes, and coordinate resolution of contract issues with your supervisors.
  • Actively administer the closeout of completed contracts.
  • Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.
  • Ensure coordination with Legal on contract matters that may have legal significance (such as, identifying to Legal non-standard or potentially high-risk terms and conditions) prior to advising management of contractual risks, rights and obligations, and terms and conditions interpretations.
  • Perform other contract-related duties as assigned.
Required Skills
  • Solid knowledge and understanding of basic contracting principles and all contract types.
  • Excellent interpersonal skills.
  • Strong knowledge of the federal acquisition process, government contracting principles and governing regulations (including FAR/DFAR).
  • Demonstrated experience in contract administration.
  • Basic understanding of business agreements and general business practices,
  • Working knowledge of subcontracting practices, accounting, finance, pricing, and estimating principles, and business law.
  • Basic knowledge of international contract terms, ITAR and US import and export regulations.
  • Basic knowledge of commercial contracting terms (FAR part 12, GSA, etc.)
  • Solid oral/written communication and organizational skills.
  • Ability to effectively communicate with all levels of management
  • Ability to manage multiple work assignments and meet critical deadlines.
  • High integrity and an unyielding commitment to compliance.
  • Willingness and ability to travel domestically and internationally.
Qualifications
  • BA/BS degree. Law or MBA degree a plus.
  • 7 years’ minimum experience with federal, commercial and some international contracts.
  • Actively pursuing professional certificates in government contracts is a plus.
  • Member NCMA preferred.
  • Security clearance a plus.

Textron’s compensation package includes competitive base pay and provides eligible employees with benefit programs. The pay range should be used as a general guide only. Compensation is based upon candidate experience and qualifications, as well as market and business considerations. In compliance with the local pay transparency law, the pay range for this position is $110,500 - $167,900 per year.
