Job summary

Qualifications

  • Bachelor’s degree or equivalent professional experience in lieu of a degree.
  • Ability to work core hours M-F 9am – 5pm EST.
  • Exposure to government contracting, proposal development, pricing, and cost accounting principles is preferred.
  • Ability to balance multiple assignments and meet deadlines while maintaining accuracy and professionalism.
  • Strong analytical, organizational, and problem-solving skills with the ability to work with financial, operational, and proposal data.

Responsibilities

  • Support the development of timely, accurate, and compliant cost and business proposals.
  • Review RFPs to identify pricing requirements and compliance considerations.
  • Assist in building, maintaining, and quality-checking pricing models (labor, ODCs, travel, subcontractors, indirects, fees, escalation).
  • Collect and analyze cost inputs from operations, subcontractors, finance, and contracts to support pricing submissions.

Description

ICF is seeking a motivated and detail-oriented Pricing Associate to join our Corporate Pricing Team. In this role, you’ll help develop accurate, compliant, and competitive pricing solutions that support ICF’s proposals and contribute to meaningful client outcomes. You will work with members of the pricing department, operations teams, capture managers, contracts, finance, and proposal professionals to analyze solicitation requirements, support pricing models, and help prepare cost and business proposals for federal, state, local, and commercial clients.

This is a strong opportunity for an early-career professional who is interested in growing in pricing, finance, cost analysis, and government contracting. Key Responsibilities
  • Support the development of timely, accurate, and compliant cost and business proposals that help ICF compete effectively and deliver strong value to clients.
  • Review requests for proposals and related documents to identify pricing requirements, evaluation criteria, submission instructions, compliance considerations, and key assumptions.
  • Assist in building, maintaining, and quality‑checking pricing models, including labor, other direct costs, travel, subcontractor costs, indirect rates, fees, and escalation assumptions.
  • Collect, organize, and analyze cost inputs from operations, subcontractors, finance, contracts, and other stakeholders to support complete, clear, and defensible pricing submissions.
  • Document pricing assumptions, methodologies, and supporting rationale so proposal teams and reviewers can easily understand how pricing aligns with the proposed technical approach.
  • Participate in pricing strategy discussions, proposal reviews, color team reviews, and internal approval processes by preparing analyses and responding to reviewer feedback.
  • Prepare financial analyses, scenario comparisons, and pricing summaries that help proposal teams evaluate competitiveness, profitability, and risk.
  • Contribute ideas to improve pricing templates, tools, quality controls, and processes that support consistency, compliance, and efficiency across proposals.
Basic Qualifications
  • Bachelor’s degree in Business, Accounting, Finance, Economics, Mathematics, or a related field, or equivalent professional experience in lieu of a degree.
  • Ability to work core hours M-F 9am – 5pm EST.
Preferred Qualifications
  • Exposure to government contracting, proposal development, professional services pricing, cost accounting principles, and the Federal Acquisition Regulation.
  • Experience using other Microsoft Office tools, including Word, PowerPoint, Teams, Outlook, and Adobe Acrobat.
  • Ability to balance multiple assignments, competing priorities, and tight deadlines while maintaining accuracy and professionalism.
  • Collaborative approach with the ability to work effectively with cross-functional teams, ask thoughtful questions, and resolve issues constructively.
  • Curiosity, initiative, and a desire to grow within pricing, finance, proposal development, or government contracting.
  • Organization, workbook review, and the ability to learn and work with detailed pricing models.
  • Strong analytical, organizational, and problem‑solving skills, with the ability to work accurately with financial, operational, and proposal data.
  • Clear written and verbal communication skills, including the ability to summarize assumptions, analyses, and recommendations for different audiences.
  • Attention to detail, sound judgment, and the ability to follow structured processes and meet deadlines.
  • Interest in cost estimation, pricing, financial analysis, business operations, government consulting, or government contracting.
