Job summary

State of Tennessee is seeking a Transportation Engineering Specialist 3/4 to provide guidance and support for projects within TDOT’s Regional Utilities Deconfliction Team. The role involves coordinating with internal and external stakeholders, reviewing plans, and implementing risk mitigation strategies to minimize conflicts with utilities.

Qualifications

• Bachelor's or Master's Degree in Engineering, Construction Project Management, or Concrete Industry Management is required.
• 1 Year of Demonstrated Competency in planning, developing and/or constructing projects (for Specialist 1).
• 2 Years of Demonstrated Competency in planning, developing and/or constructing projects (for Specialist 2).
• 3 Years of Demonstrated Competency in planning, developing and/or constructing projects (for Specialist 3).
• Master's Degree plus competency requirements can substitute for required experience.

Responsibilities

• Define scope of work related to utility coordination and deconfliction tasks.
• Coordinate for early notification to team members and ensure proactive coordination with utility owners.
• Assist with plan reviews at project milestones and provide alternatives to address conflicts.
• Apply understanding of construction phasing to reduce change orders and delays.
• Develop a Utility Impact/Conflict Matrix for coordination and reference.
• Attend Project Team Meetings to discuss challenges and coordinate with stakeholders.
