Your impact

Thriving communities. Connected cities. At Jacobs, we’re challenging today to reinvent tomorrow by delivering innovative transportation solutions that improve mobility, safety, and quality of life. As a Lead Utility Engineer or Coordinator in our Transportation practice, you’ll play a critical role in the successful delivery of roadway, highway, bridge, and multimodal infrastructure projects throughout Tennessee, including support for the I‑24 Choice Lanes Project.

You’ll work closely with project managers, roadway designers, utility owners, contractors, and public agency partners to identify, evaluate, and resolve utility conflicts that impact transportation projects. Leveraging your knowledge of TDOT processes and standards, you’ll help deliver projects that keep communities connected and infrastructure moving forward.

What You’ll Do
  • Lead utility coordination activities for transportation projects involving TDOT, counties, municipalities, and other public agencies
  • Identify, evaluate, and document utility conflicts during project development and design
  • Coordinate with utility owners, including electric, gas, water, wastewater, telecommunications, and fiber providers to facilitate utility relocations and project delivery
  • Review roadway, bridge, and transportation design plans to assess utility impacts and relocation requirements
  • Develop and maintain utility conflict matrices, utility coordination schedules, and tracking documentation
  • Support project teams through all phases of project development, from planning and preliminary design through final design and construction
  • Coordinate and review utility relocation plans, agreements, permits, and supporting documentation
  • Perform utility analyses and provide recommendations that minimize project risks, costs, and schedule impacts
  • Collaborate with roadway, traffic, drainage, structures, right‑of‑way, and construction teams to ensure comprehensive project delivery
  • Facilitate meetings with utility companies, agency stakeholders, and project teams
  • Support utility‑related QA/QC reviews and ensure compliance with applicable standards and project requirements
  • Assist with construction‑phase utility coordination and resolution of unforeseen utility conflicts
Projects You’ll Support
  • Highway and roadway improvement projects, including the I‑24 Choice Lanes project
  • Multimodal and transit‑related initiatives
  • Bridge replacement and rehabilitation projects
  • Other, non‑transportation projects
Here’s what you’ll need
  • High school diploma or equivalent
  • 8 or more years of experience in utility coordination in accordance with TDOT or other state DOT standards, policies, and procedures
  • Knowledge of utility infrastructure systems including electric, gas, water, sewer, stormwater, telecommunications, and fiber optic facilities
  • Experience identifying utility conflicts and coordinating utility relocations on transportation projects
  • Understanding of utility accommodation policies, permitting processes, and industry standards
Ideally, You’ll Also Have
  • Bachelor of Science in Civil Engineering or equivalent technical degree
  • Active Professional Engineer (PE) license in Tennessee
  • Experience with Subsurface Utility Engineering (SUE) investigations and utility designation processes
  • Working knowledge of MicroStation/OpenRoads Designer, Civil 3D, GIS, or utility mapping platforms
  • Experience supporting Design‑Build, alternative delivery, or large‑scale transportation programs
  • Proven ability to lead utility coordination efforts with minimal supervision
  • Strong technical writing, documentation, and presentation skills
