Job summary

Consigli Construction Co. is seeking a Preconstruction Manager to lead pursuit strategy and preconstruction activities for utility-scale solar, BESS, substations, and grid interconnection projects.

You will develop estimates, assess risks, review designs, and ensure a smooth transition from preconstruction to execution. The role requires coordinating with engineering and EOR teams, developing bid packages, and leading value engineering efforts.

Qualifications

• Bachelor's degree or equivalent experience in construction management, engineering, estimating, or related field.
• 8+ years in progressive preconstruction, estimating, PM, or commercial roles for utility-scale renewables.
• Experience developing estimates/proposals for solar and/or BESS, including substations and grid interconnection.
• Strong grasp of renewables EPC work breakdowns, labor productivity, subcontractor scopes, procurement, logistics, and indirect costs.
• Ability to review civil, structural, electrical, and controls docs and translate to cost/schedule/risk.
• Experience leading subcontractor outreach, scope reviews, estimate reconciliation, value engineering, and proposals.
• Understanding of EPC contracts, owner requirements, contingencies, escalation, and risk allocation.
• Excellent presentation, communication, and stakeholder management.
• Proficiency with Excel and CM platforms (HCSS/InEight/Sage/Procore/Bluebeam/Primavera P6).
• Willingness to travel for site visits and turnover activities.

Responsibilities

• Lead preconstruction efforts from qualification to proposal, negotiation, award, and turnover.
• Coordinate conceptual through final estimates for solar, BESS, substation, and interconnection scopes.
• Develop and maintain the basis of estimate, including quantities, labor, pricing, contingencies, and schedule impacts.
• Collaborate with Engineering and EOR teams to review requirements, drawings, and constructability.
• Develop bid packages, scope matrices, and define subcontractor responsibilities.
• Support outreach, bid leveling, quote analysis, and market evaluations.
• Lead value engineering to improve cost, schedule, constructability, and performance.
• Create preconstruction schedules, procurement strategies, and execution plans with Operations and Project Controls.
• Maintain risk/opportunity registers and evaluate commercial requirements.
• Lead proposal development, clarifications, exclusions, and leadership reviews.
• Coordinate turnover activities and capture lessons learned; maintain estimating standards and cost databases.
