Job summary

Consigli Construction Co. seeks a Preconstruction Manager to lead pursuit strategy and preconstruction activities for utility-scale solar, BESS, substation, and grid interconnection projects.

You will develop estimates, assess risks, coordinate design reviews, support proposals, and ensure a smooth handoff from preconstruction to execution, coordinating with engineering and EORs. 8+ years' relevant experience and advanced Excel skills expected.

Qualifications

• Bachelor's degree or equivalent experience in construction-related field.
• 8+ years in preconstruction, estimating or project management for utilities or infrastructure.
• Experience developing estimates for solar and/or BESS including substations.
• Knowledge of EPC work breakdowns, labor productivity, subcontractor scopes, procurement, and indirect costs.
• Ability to interpret civil/structural/electrical docs into cost, schedule and risk items.
• Experience leading subcontractor outreach, scope reviews, and proposals.
• Understanding of EPC contracts, contingencies, escalation and risk allocation.
• Strong presentation and stakeholder management skills.
• Advanced Excel and CM software experience (HCSS, InEight, Sage, Procore, Bluebeam, Primavera P6).
• Willingness to travel for site visits and meetings.

Responsibilities

• Lead preconstruction from opportunity through award and turnover.
• Coordinate estimates for solar, BESS, substations, and interconnection scopes.
• Develop basis of estimate with quantities, pricing, contingencies, and exclusions.
• Collaborate with Engineering and EORs on requirements and constructability.
• Create bid packages, scope matrices, and subcontractor responsibilities.
• Support subcontractor outreach, quotes, and market evaluations.
• Lead value engineering to improve cost, schedule, and constructability.
• Develop preconstruction schedules and procurement strategies.
• Maintain risk/opportunity registers and assess commercial terms.
• Lead proposal development and clarify assumptions and exclusions.
• Coordinate turnover activities and capture lessons learned.
