Job summary

GCS-SIGAL in Washington, DC seeks a Preconstruction Executive to lead project development from opportunity through GMP and hand-off to operations. You will develop budgets, constructability reviews, schedules, and value engineering while communicating with clients and stakeholders.

Responsibilities include GMP design-build and design-bid-build processes, pricing, subcontractor coordination, and leading cross-functional teams to deliver accurate budgets and compelling proposals.

Qualifications

• Bachelor’s degree or related experience required.
• 5+ years in estimating or preconstruction for commercial construction.
• Deep understanding of budgeting/estimate organization and project lifecycle.
• Familiarity with the DC metro AEC market.
• Experience with Lump Sum, CMAR, Design-Build, and GMP contracting.

Responsibilities

• Lead GMP development for Design-build and Design-bid-build projects from inception to procurement.
• Develop budgets at concept, schematic, and design development stages.
• Coordinate with clients, design teams, and partners to communicate pricing and risks.
• Prepare scope sheets and subcontractor pricing to ensure complete budgets.
• Assemble GMP deliverables and owner documents with minimal senior oversight.
• Lead cross-department collaboration to deliver accurate GMP and hand-off to operations.
• Develop and manage preconstruction processes and data management.
