Job summary

NYC Public Schools' Division of Early Childhood Education is seeking a Program Evaluator to conduct program assessments in NYC elementary schools, pre-K centers, and contracted settings. You will use ITERS-3, FCCERS-3, ECERS-3, CLASS Pre-K and CLASS Toddler tools to evaluate quality and prepare reports.

You will collaborate with program leaders, coaches, and DECE staff, provide data-driven recommendations, participate in reliability training, and support professional learning.

Qualifications

• Master's degree in education or related field with at least 18 months in senior roles.
• Experience in program evaluation, assessment, and policy related areas.
• Knowledge of NYS preschool standards and early childhood development preferred.

Job description

Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in Community Based Organizations (CBO) and Family Child Care (FCC) programs. DECE provides families with access to high quality, inclusive early childhood programs for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured, and supported.

Program Evaluators will conduct program observations using valid and reliable assessment tools, measuring the use of research based best practices in early childhood settings. This position writes reports and conducts debriefs to provide early childhood program staff and DECE coaching staff with the information they need to implement a data driven approach to improving program quality. Program Evaluators engage in continuous learning about the tools they use to deepen their knowledge of the practices that they measure. They assist senior members of the Program Quality and Support team to provide professional learning opportunities to early childhood program staff, FCC staff and DECE coaching staff. Responsibilities

• Complete reliability training provided during the onboarding process and ongoing professional learning to maintain certification for the assessment tools utilized by the Program Quality and Support team (ITERS-3, FCCERS-3, ECERS-3, CLASS Pre-K and CLASS Toddler assessment tools).
• Coordinate and conduct progran assessments for assigned Early Childhood programs and reliability co-observations with FCC networks across New York City, following each tool's specific protocols.
• Conduct post-observation debriefs with early childhood program leaders and DECE coaching staff to share the findings from program assessments.
• Complete all stages required to produce high-quality written assessment reports, including peer review, and revision, in a timely manner.
• Support senior members of the Program Quality and Support team to deliver professional learning for early childhood programs as needed.
• Immediately report any knowledge of unsafe situations, threats posing imminent danger to the program or to program staff, children/families, and/or allegations of child abuse and maltreatment, consistent with Chancellor’s Regulations.
• Conduct walkthroughs to ensure programs are prepared to open safely in the fall.
• Plan and facilitate training and professional development sessions in collaboration with other DECE colleagues, as necessary.
• Respond, as needed, to escalated site-level concerns.
• Participate in team communications via in-person meetings and conference calls.
• Participate in on-going assessment tool co-coding to ensure reliable and consistent data collection.

Qualification Requirements

Minimum

• A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
• A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in "1" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
• A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in "1" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
• Education and/or experience equivalent to "1", "2", or "3" above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in "1" above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

• Demonstrated understanding of developmentally appropriate standards-based curriculum and instruction, based on New York State Preschool Learning Standards (NYSPLS).
