Job description

Position Summary:

The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for New York City Public Schools (NYCPS) children in elementary schools, Pre‑K Centers, and NYCPS contracted settings included in Community Based Organizations (CBO) and Family Child Care (FCC) programs. DECE provides families with access to high quality, inclusive early childhood programs for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured, and supported.

The Assessment Coordinator and Data Specialist will be responsible for analyzing program assessment data to identify trends across the city. They will format the data in ways that make it easier for stakeholders to understand and use the data to inform strategic decisions. They coordinate assessment cohorts each year to make sure the Program Assessment team collects the data needed to address the current needs of the division for data while ensuring that we maintain capacity to collect data from all early childhood programs across a three year cycle. The Assessment Coordinator and Data Specialist will be responsible for updating technological tools that we use to monitor the assessment process, collect data and create assessment reports and provide technical assistance to program quality and support members. This position will serve as a key liaison to the Teaching and Learning, Data and Analytics and Family Engagement teams. Performs related work.

Key Relationships:

Senior Director, Program Quality and Support, Director of Professional Learning Policy and Implementation, Data Analysts for Early Childhood Education, Pre‑Kindergarten Borough offices, Teaching and Learning staff, Community Based Early Childhood Centers, Administration for Children’s Services (ACS), other City agencies, advocacy organizations, Field Support Centers (FSCs), Research Policy Support Group, and other central NYCPS offices.

Responsibilities
  • Manages the collection and analysis of program assessment data.
  • Manages the creation and maintenance of dashboards, maps, and analyses to support program assessment and the professional learning enrollment processes.
  • Collaborates with DECE staff and external vendors to facilitate enhancements and maintenance of data systems.
  • Oversees cross functional project timelines, tracks progress and follow up as needed with team managers to ensure that we remain on pace to meet long term goals while addressing immediate needs.
  • Participates in ongoing decisions regarding data collection, data analysis, and methodology.
  • Reviews and responds to reports and inquiries submitted by central staff, City Hall, Field Support Centers, partner agencies, and NYCEECs.
  • Supports communication of data and data collection processes to programs and family childcare networks.
  • Ensures the creation of final datasets for research purposes.
  • Designs surveys and generates analyses and reports for DECE leadership.
  • Analyzes data, interprets results, and provides summaries of data analyses.
  • Make updates to system used to generate special reports/electronic files.
  • Coordinates the preparation of memoranda and conducts analyses needed for abstracts, posters, presentations, and manuscripts.
  • Performs current state analysis, needs assessment, process mapping, and functional analysis as appropriate, and creates meaningful deliverables.
  • Ensures the integrity of data, including data imports/exports, storage, manipulation, and analysis
  • Keeps up to date on current technology being used by the NYCPS.
  • Attends trainings to ensure that skill levels in various technologies are at the level required to perform in the position.
  • Selects external research data from varied sources, analyzes, interprets, and provides written summaries for use by DECE leadership, as well as standard reporting to district, City or State Education Department.
  • Collaborates with other NYCPS offices and outside partners to advance DECE priorities.
  • Manages relationships with external vendors providing technology support for professional learning data systems.
Qualification Requirements
Minimum
  • A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
  • A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

  • Ability to work with a high degree of accuracy.
  • Strong analytical and data presentation skills.
  • Ability to prepare written documents and to make oral presentations clearly and concisely.
  • Knowledge of word processing software, spreadsheets, and databases.
  • Experience with database application development (e.g., Microsoft Access) is desirable.
  • Ability to learn new areas of knowledge and new software to facilitate data inquiry and planning for continuous student progress.

Salary: $102,286 - $112,515

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary).
