Job summary

Consciousness Incorporated in Los Angeles is seeking a Pre-Development Manager to lead feasibility, entitlements and client coordination on housing projects, including senior-housing pilots.

You will manage feasibility studies, early-stage funding coordination and hand clean scopes to design and engineering teams, ensuring alignment with LIHTC, HUD and public grant requirements. Based in or relocating to Los Angeles, you will drive projects from concept to approval.

Qualifications

• 6+ years in real-estate development, predevelopment or public housing delivery.
• Experience with publicly financed or affordable/senior housing.
• Comfort with pro-formas, entitlements and agency processes.

Responsibilities

• Lead feasibility reads: site, program, budget and schedule for new opportunities.
• Manage entitlements and stakeholder coordination with public clients and housing authorities.
• Own the pro-forma inputs and hand a clean scope to design and engineering.
• Coordinate predevelopment with funding structures (LIHTC, HUD, public grants).
• Represent Consciousness Incorporated in early client and agency conversations.
