Portfolio and Governance Analyst (ServiceNow SPM)
Location Washington, DC metro area — remote with occasional on-site presence; local residency required
Clearance Public Trust Tier 2 (Moderate Background Investigation)
The Portfolio and Governance Analyst is responsible for keeping a federal IT portfolio accurate, current, and reportable, and for preparing the governance bodies that make investment and architecture decisions. This role owns the portfolio register and the ServiceNow Strategic Portfolio Management configuration data behind it, treating that data as controlled enterprise configuration rather than reporting overhead. The position works closely with the program manager, enterprise architect, government product managers, and agency governance boards.
Level: Mid-level — 5 to 7 years
Location: Remote, with occasional on-site presence in Washington, DC. Candidates must currently reside in the Washington, DC metropolitan area (DC, Maryland, or Northern Virginia). Relocation is not offered.
Clearance: Public Trust Tier 2 (Moderate Background Investigation). U.S. Citizen a Must. An active Tier 2 Public Trust or higher is strongly preferred.
Key Responsibilities
Portfolio Data and ServiceNow SPM Configuration
- Maintain the portfolio register so every unit of work resolves to exactly one investment, with owner, lifecycle stage, dependencies, funding, and measures.
- Manage ServiceNow Strategic Portfolio Management functional data including fiscal calendars, templates, portfolio structures, reference values, and metadata, each with a named owner and review date.
- Prepare and validate fiscal calendars before the planning cycle opens.
- Validate configuration changes in a non-production environment including required-field checks, relationship testing, and regression checks against dependent reports and workflows.
Governance Board Support
- Prepare decision-ready packages for the portfolio review board, architecture review board, and standards working group: the decision required, supporting evidence, alternatives, dependencies, and risks.
- Distribute advance materials, coordinate agendas, and handle logistics for recurring governance sessions.
- Capture minutes, decisions, and rationale, and publish results to the designated repository.
- Track action items to closure and report open items in the monthly performance review until they close.
Reporting and Dashboards
- Build and maintain portfolio dashboards covering portfolio health, product performance, security posture, and financial metrics.
- Standardize the required fields and relationships that make roll-up reporting possible without manual re-entry.
- Automate recurring report generation and distribution.
Change and Risk Register Administration
- Support the end-to-end IT change management process including intake, impact assessment, approval routing, and post-change verification records.
- Maintain the enterprise risk register with owner, scored severity, mitigation, trigger, due date, and closure criteria.
- Separate defects from enhancements at intake so they compete on merit rather than volume.
Process Improvement and Automation
- Implement automated data validation rules to flag stale or orphaned items, broken parent-child links, and work with no investment association.
- Identify and eliminate manual reconciliation effort in portfolio reporting.
- Document portfolio and governance procedures so they survive staff turnover.
Required Qualifications
Education
- Bachelor’s degree in Business, Information Systems, or a related field, or equivalent experience.
Experience
- 5 to 7 years in project, program, or portfolio support, IT governance, or business analysis, including at least two years owning portfolio or governance data directly.
- Demonstrated experience preparing materials for and documenting recurring governance or review boards.
- Experience in a federal IT environment.
- Experience improving data quality in an enterprise system of record.
Technical Skills
- Hands-on ServiceNow experience — Strategic Portfolio Management, ITBM, or PPM strongly preferred; comparable platforms such as Jira Align, Planview, or Clarity acceptable.
- Working knowledge of ServiceNow reporting, dashboards, and performance analytics.
- Proficiency with Power BI or Tableau, including data preparation.
- Advanced Excel, including pivot tables and data modeling.
- Familiarity with Azure DevOps or Jira as sources of delivery data.
- Familiarity with ITIL-based change and problem management processes.
Certifications (Preferred)
- ServiceNow Certified System Administrator (CSA)
- Project Management Professional (PMP) or Certified Associate in Project Management (CAPM)
- ITIL Foundation v4
- Strong data discipline. You notice when a field is wrong and you fix the cause, not just the record.
- Ability to turn recurring meetings into documented decisions.
- Experience automating manual reporting.
- Clear, concise writing for a government audience.
