Job summary

Nava Public Benefit Corp. seeks a Policy Strategist to translate Medicaid policy into practical system behavior, workflows, and user experiences across an integrated eligibility platform.

You will work with cross-functional teams to identify regulatory constraints, risks, and business rules, proposing solutions that balance compliance with user experience and delivery needs. You will conduct landscape research on evolving policies, support testing and validation, and build external partnerships

Qualifications

• At least 3 years of experience in policy analysis or a combination of graduate-level education and experience
• Hands-on experience researching and interpreting policy using statutes, regulations, or agency guidance and applying that analysis to decisions
• Self-directed and capable of working independently with minimal supervision
• Excellent verbal and written communication skills in technical and policy contexts
• Ability to document research processes, findings, and recommendations clearly and concisely
• Experience with Medicaid eligibility and enrollment policy (applications, verification, renewals, notices, appeals)
• Experience working within agile delivery and human-centered design processes
• Graduate degree in public policy, public administration, or related field
• Legal authorization to work in the United States (no visa sponsorship required now or in future)
• May be subject to a government background check or security clearance depending on contract

Responsibilities

• Translate policy into system behavior, workflows, and user experiences
• Identify regulatory constraints, risks, ambiguities, and propose compliant solutions
• Support testing and validation of policy implementation (scenario and edge-case testing)
• Conduct landscape and cross-jurisdictional research to monitor evolving policies and implications for implementation
• Build relationships with external partners to exchange implementation lessons and opportunities to share Nava’s policy expertise
