Job summary

Health & Human Services Commission (HHSC) seeks a Policy Analyst (Program Specialist V) to analyze eligibility policies for Texas Works Medicaid, CHIP, and HTW. The role involves complex research, cross-team coordination, and policy development to support AES outcomes.

Ideal candidates have strong analytical and communication skills, experience with social services policy, and the ability to work with diverse stakeholders. Telework options are available; relocation not required.

Qualifications

• Graduation from an accredited college or university in public policy, social work, public health, or a related field preferred.
• Experience conducting policy analysis and synthesizing complex information.
• Experience with Texas Works Medicaid, CHIP, HTW programs or similar social services policy.

Responsibilities

• Conduct advanced policy analysis and interpret federal and state guidance.
• Draft and edit policy documents, bulletins, and memos.
• Prepare briefings and materials to support leadership decisions.
• Coordinate policy development across stakeholders and manage multiple projects.
• Serve as subject-matter expert in meetings and workgroups.
