Job summary

The State of Wyoming’s Department of Health seeks an OPTC Unit Manager to oversee contracts, legislative reporting, and policy coordination for the Behavioral Health Division. The role supervises two staff and interfaces with legislature, Governor’s Office, and agency leadership.

Responsibilities include coordinating budget preparation, rule promulgation, and public communications, ensuring compliance with statutes and administrative requirements, while driving performance enhancements.

Qualifications

• Bachelor's degree in business or related field.
• 2-4 years of progressive work experience in business at policy/planning level.
• Experience substituting education for years is acceptable.

Responsibilities

• Oversee legislative processes and required reports for the Division.
• Review and align rules with current policy; propose changes.
• Act as HealthStat liaison; manage internal performance data and reports.
• Lead development and update of the Division's strategic plan.
• Coordinate contract processes and procurement oversight.
• Assist with RFPs/RFAs and compliance with state/federal rules.
