Job summary

The State of Wyoming seeks an Eligibility Manager to direct Medicaid Eligibility for Long Term Care and Aged, Blind or Disabled programs. You will plan, implement, and evaluate major initiatives while guiding staff and coordinating technical assistance.

Responsibilities include overseeing eligibility functions, participating in access initiatives, and conducting special studies to ensure compliance with state and federal regulations.

Qualifications

• Bachelor's degree in Management or related field.
• 2-4 years of progressive work experience in Benefits and Eligibility at least.
• Experience at the level of a Benefits and Eligibility Manager I or equivalent.
• Knowledge of state and federal Medicaid regulations and policies.

GENERAL DESCRIPTION:

This position directs and manages Medicaid Eligibility for the Long-Term Care Unit and Aged, Blind, or Disabled programs to ensure program compliance with State and Federal statutes and regulations. The Eligibility Manager plans, develops, implements, and evaluates major program initiatives to enroll and/or retain clients annually in these programs; manages technical assistance projects related to eligibility functions; participates in access initiatives; monitors the budget for eligibility services; and undertakes special studies and projects. Monitors work for quality and accuracy.

ESSENTIAL FUNCTIONS

PREFERENCES

Degree in Human Services, Health Administration, Psychology, Social Services, or other related field. The most appropriate level of experience for this position is 6 to 8 years plus the education listed above.

KNOWLEDGE

• Knowledge of State and Federal Government functions, procedures, concepts, principles, and practices of professional healthcare administration; policies and procedures established for the work system; Medicaid programs, law, and regulatory structure.
• The ability to comprehend Federal regulations, state statutes, program rules, and policy. Able to interpret and integrate the foregoing into legislation, statutes, and policy.
• Knowledge of the Medicaid Management Information System and the Eligibility System and the application to Medicaid programs. Ability to examine data and reports for completeness, accuracy, and conformance with regulations.
• Oral and written communication skills to communicate with a broad range of audiences, including clients, administrators, legislators, contractors, and staff.
• Ability to communicate Medicaid program information and policy to public and private entities.
• Ability to draft Requests for Proposals and evaluate the same. Ability to contract for services via State and Federal Protocols.

MINIMUM QUALIFICATIONS

• Education: Bachelor's Degree (typically in Management)
• Experience: 2-4 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Benefits and Eligibility Manager I
• OR
• Education & Experience Substitution: 5-7 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Benefits and Eligibility Manager I

PHYSICAL WORKING CONDITIONS

• The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
