Job summary

Oklahoma Health Care Authority (OHCA) is seeking a Legislative Liaison to serve as the primary point of contact for matters before the Oklahoma State Legislature and Governor. Under the Chief of Staff, you will lead OHCA through the legislative process, coordinating outreach and education initiatives.

You will build relationships with legislators, staff, and stakeholders, monitor bills, draft legislation, and help shape OHCA’s legislative agenda and priorities.

Qualifications

• Understanding of state and federal legislative processes and public policy.
• Draft legislation and administrative rules with input from stakeholders.
• Monitor, analyze, and track legislative initiatives affecting OHCA.
• Communicate OHCA positions clearly to lawmakers and staff.

Responsibilities

• Establishes and maintains cooperative relationships with state, federal and agency officials.
• Maintain presence at the State Capitol to communicate OHCA’s views on legislation and policies.
• Research, monitor, analyze and track legislative initiatives impacting OHCA.
• Draft legislation and rules with input from agency management and general counsel.
• Prepare briefings, memos, testimony and correspondence for leadership.
• Develop and maintain relationships with legislators and stakeholders to promote OHCA.
• Present educational information to legislators about Medicaid and OHCA projects.
• Identify outreach opportunities for elected officials and legislators.
• Attend legislative meetings and prepare leadership for events; assist with follow up.
• Coordinate fiscal impact statements for proposed bills.
• Work with CEO to identify issues and OHCA priorities; manage legislative needs.
• Manage legislative referrals and responses.
• Proactively handle OHCA’s legislative responsibilities.
• Other duties as assigned.
