Job summary

Imagineeer seeks a Policy and Business Process Lead to anchor policy work on a federal acquisition transformation project for a civilian department's Office of Finance and Operations. You will map end-to-end acquisition activities from planning through CPARS and build an evidence base to defend necessary policies and templates.

You will lead interviews, document current-state workflows, identify risks, and update SOPs and templates.

Qualifications

  • Bachelor's degree in business, public administration, public policy, or a related field.
  • 10+ years of experience in business process analysis, process re-engineering, or policy analysis, including at least 5 years supporting federal agencies.
  • Experience mapping complex, multi-stakeholder workflows and producing current- and future-state process documentation (e.g., BPMN, swimlane, SIPOC).
  • Working knowledge of the federal acquisition lifecycle and the FAR, including how agency supplements and internal policies layer on top of it.
  • Experience writing or revising SOPs, templates, and policy guidance for federal audiences.
  • Strong interviewing, facilitation, and plain-language writing skills.
  • Ability to pass the client's contractor security vetting and obtain and maintain a PIV credential.

Responsibilities

  • Document rationale for keep/revise/retire recommendations when policies are out of alignment.
  • Support regulatory alignment and cost-and-benefit determinations with evidentiary methodology.
  • Contribute to redundancy, gap, and improvement analyses and classify opportunities as eliminate, optimize, or automate.
  • Update SOPs, templates, workflows, and user guidance during implementation.
  • Maintain an inventory of modernization opportunities for the Continuation Roadmap.

Job description

Imagineeer is seeking a Policy and Business Process Lead to anchor the process and policy work on an acquisition transformation engagement for a federal civilian department's Office of Finance and Operations. You will map how acquisition work actually gets done across the full lifecycle, from acquisition planning and market research through award, contract administration, and CPARS, and build an evidence base that shows which internal policies, procedures, and templates protect the organization and which add review steps, duplicate data entry, or requirements that no longer apply.

This role matters because the rules are changing. The Revolutionary FAR Overhaul (RFO), Executive Order 14275, and OMB Memorandum M-25-26 are rewriting requirements that many agency procedures were built to satisfy. Your findings will give the client the evidence to decide which policies to keep, revise, or retire, and your SOP and template updates will carry those decisions into daily operations.

Key Responsibilities:
  • Lead stakeholder interviews with acquisition staff, program office customers, approvers, and system administrators, working alongside the Change Management Lead.
  • Map current-state acquisition workflows end to end, documenting process steps, handoffs, approval points, data entry points, and reporting requirements (including FPDS-NG, SAM.gov, the Service Contract Inventory, and the FAIR Act Inventory), and record findings in the project's single data model so later analysis rests on a consistent record.
  • Identify process, compliance, internal control, and audit-readiness risks in current workflows.
  • Build and maintain an inventory of the policies, procedures, templates, and review requirements behind each workflow step, documenting the value each provides and the burden or problems it creates.
  • Identify policies that duplicate one another, exceed current requirements, or no longer align with the revised FAR, and document the rationale for each keep, revise, or retire recommendation.
  • Support the Acquisition SME on regulatory and policy alignment and on cost-and-benefit determinations under the firm's evidence-based decision methodology.
  • Contribute to redundancy, gap, and improvement analyses, helping classify opportunities as eliminate, optimize, or automate.
  • Update and finalize SOPs, templates, workflows, and user guidance with the Acquisition SME and Technical Writer during implementation.
  • Maintain, from the first interview onward, an inventory of modernization opportunities that fall outside current scope, feeding the Continuation Roadmap for Months 19 through 36.
  • Shape Continuation Roadmap priorities for policy and regulatory change implementation and for internal controls and audit readiness, so templates, clauses, and workflows can be updated quickly as acquisition rules change.
  • Support pilot planning and execution by translating process findings into pilot scope, baseline measures, and to-be workflows.
  • Work with AMS/PRISM, the client's contract writing and acquisition management environment, Acquisition systems of record: FPDS-NG, SAM.gov, and CPARS, Acquisition reporting: the Service Contract Inventory and FAIR Act Inventory
Qualifications and Skills:
  • Bachelor's degree in business, public administration, public policy, or a related field.

  • Demonstrated experience mapping complex, multi-stakeholder workflows and producing current- and future-state process documentation (e.g., BPMN, swimlane, SIPOC).
  • Working knowledge of the federal acquisition lifecycle and the FAR, including how agency supplements and internal policies layer on top of it.
  • Experience writing or revising SOPs, templates, and policy guidance for federal audiences.
  • Strong interviewing, facilitation, and plain-language writing skills.
  • Ability to pass the client's contractor security vetting and obtain and maintain a PIV credential.
Desired Skills and Competencies:
  • Master's degree in public administration, business, or public policy.
  • Federal Acquisition Certification in Contracting (FAC-C) or DAWIA Contracting certification, or prior service in a federal acquisition office.
  • Lean Six Sigma Green Belt or Black Belt, or IIBA CBAP certification.
  • Familiarity with the Revolutionary FAR Overhaul, Executive Order 14275, OMB M-25-26, and the GSA Federal EOA Playbook.
  • Experience with contract writing systems such as PRISM and federal reporting systems such as FPDS-NG and SAM.gov.
  • Experience assessing internal controls or audit readiness in federal acquisition or financial operations.
