Description

Position Summary

The Policy Analyst and Writer works under the direction of the Director of Policy and Risk and to analyze functions throughout the RMV to determine whether appropriate policies exist, use critical thinking skills to identify policy gaps, and demonstrate excellent writing skills in documenting and developing such policies and remediate policy gaps. The position is responsible for editing and maintaining policies and procedures for all RMV functional areas, working closely with business partners to write new documentation, perform periodic content reviews of existing documentation to ensure relevancy and accuracy, and secure appropriate approvals prior to publishing to internal repository and distributing to appropriate employees.

The incumbent will demonstrate the following

  • Ability to understand and discern the steps of a process or procedure and reduce those to writing
  • Exceptional writing, editing and proofreading skills, and a strong attention to detail
  • Solid working knowledge of MS Office applications, including Word and OneDrive
  • Ability to work independently and as part of a small team
  • Strong organization and time management skills
  • Strong written and spoken communication skills
  • Ability to communicate complex concepts, requirements, and processes to various audiences.
  • Strong research and analytical skills
Duties and Responsibilities

Meet with business partners to determine what written policies and procedures exist in each department, review those policies to determine alignment with business practices, and revise written policies and procedures where gaps exist.

Draft written policies and procedures where none exist, aligning the written draft with practical applications.

Lead document reviews and obtain the appropriate approvals for revisions.

Maintain consistent template formatting, version control and terminology across all documentation.

Assist in updating and maintaining the inventory and repository for all policies and procedures and related content.

Develop familiarity with laws and regulations affecting the RMV to ensure policies are in compliance with said laws and regulations, as applicable.

Evaluate or compare datain order toprovide information to managementfor making soundconclusionsto solve problems, to plan course of actions and/or to formulate and define policies and procedures.

Other duties as assigned.

Preferred Qualifications

Ability to understand and discern the steps of a process or procedure and reduce that to writing.

Exceptional writing, editing and proofreading skills, and a strong attention to detail.

Solid working knowledge of MS Office applications, including Word and PowerPoint.

Ability to work independently and as part of a small team.

Experience with a document repository system.

Strong organization and time management skills.

Minimum Entrance Requirements

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions

I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for the required experience.*

III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

For purpose of bargaining unit designation, Unit6 is equivalent to MassDOT Unit D.
