City of El Paso seeks an experienced analyst to conduct policy and program research, analyze regulations and data sets, and support policy implementation with partners across local, state, and federal levels.

You will help prepare technical assistance tools, draft policy briefs, and ensure inclusive engagement across minority communities while analyzing environmental, health, urban, and legislative priorities.

Formación

  • Bachelor’s degree in related field and 2 years of policy research/analysis experience.

Responsabilidades

  • Assist in developing high-quality written materials, including policy reports and memos.
  • Facilitate discussions on related policy topics and collaborate with partners on strategy to advance policy priorities.
  • Draft organizational comments and statements responding to federal policy actions.
  • Conduct state and federal policy scans and research legislative agenda and participate in sessions.
  • Work with state/local agencies and community organizations to implement federal/state policy initiatives.
  • Collect and analyze quantitative and qualitative data.
  • Analyze environmental, public health, urban development, and legislative priorities.
  • Audit and monitor administration of policies and provide feasible recommendations.
  • Gather and evaluate data to ensure equity and nondiscrimination for minority and low-income populations.
  • Ensure broad participation from diverse groups in planning processes and disseminate information.
  • Provide advisory assistance to agency personnel on policies and procedures.

Education and Experience

A Bachelor’s degree or higher in Business or Public Administration, Public Health, Environmental Science, Urban Development, Public Policy, Social Work, or a related field andtwo (2) years of work experience in policy research, organizational planning, and analysis.


Licenses and Certificates

Texas Class \"C\" Driver's License or equivalent from another state.


Under general supervision, this position is responsible for providing research and technical assistance. Conduct policy and program research, analyze policy, regulations, and administrative data sets, work directly with local, state, and federal partners to support policy implementation, and contribute to the design and preparation of technical assistance and related issue briefs and tools.



  • Assisting in developing a range of high-quality written materials, including policy reports and policy memos

  • Facilitating discussions on related policy topics, and collaborating with partners on strategy to advance policy priorities

  • Drafting organizational comments and statements responding to federal policy actions

  • Conducting state and federal policy scans. Researching legislative agenda and active participation in Federal/State Legislative Sessions.

  • Working directly with state/local government agencies and community-based organizations to implement federal/state policy and/or initiatives

  • Quantitative and qualitative data collection and analysis

  • Analysis of Environmental policy, public health policy, Urban Development, and federal/state legislative priorities

  • Audits and monitors the administration of program policies, and practices. Provides documentation for defense and makes feasible recommendations when necessary.

  • Gather, analyze, and evaluate data about the composition of the agencies’ service areas to ensure equity and nondiscrimination to minority and low-income populations.

  • Ensure that participation of a cross-section of various social, economic, and ethnic interest groups is represented in the planning process by disseminating program information to minority media and ethnic organizations and participating in meetings in predominantly minority communities.

  • Provide advisory and consultative assistance to Agency personnel in the interpretation and implementation of all policies and procedures.
