Job summary

The City of Atlanta invites applications for a Police Validations Manager to supervise staff responsible for GCIC/NCIC entry, validation, and related administrative tasks. You will ensure compliance with FBI/GCIC rules, coordinate removals and updates, and maintain accurate warrants and histories.

You will lead training, certify staff, and oversee audits and reporting, working with the Atlanta Police Department Administrative Operations to support mission-critical investigations and records

Qualifications

  • Bachelor’s degree required in law enforcement, criminal justice, public administration, or related field.
  • Four (4) years in law enforcement with minimum 3 years supervisory experience.
  • Must pass medical examination, background checks, and psych/drug screening.
  • GCIC certification and ability to maintain it annually.

Salary Range:

$63,401.31 - $84,640.75 annually

General Description And Classification Standards

The primary purpose of this position is to supervise those employees that are tasked with the preparation and processing of entries into the Georgia Crime Information Center (GCIC), The Police Validations team and all the other responsibilities that are related to those processes. These could include but are not limited to validating and verifying GCIC entries, coordinating communications for the removal and cancellation of GCIC entries, running criminal and driver histories, and performing administrative and clerical functions related to warrants and other GCIC/ Police Validation functions. These must be accomplished while ensuring that the City of Atlanta remains in compliance with the Georgia Crime Information Center (GCIC) and the National Crime Information Center (NCIC) rules and regulations.

Supervision Received

The new Police Validations Manager will be paired with the existing manager for a period of no less than 6 months to aid in the transition. The manager will then report to the Atlanta Police Department Administrative Operations Section Commander within the Chief Administrative Office.

Responsibilities
Essential Duties and Responsibilities
  • Manages access to the Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC) and ensures department's compliance with all guidelines, procedures, and state and federal rules and regulations pertaining to the operation of GCIC/NCIC.
  • Maintains CJIS related documents, records, and files; adhere to record retention requirements; facilitates and prepares documents for internal and external audits; and compile statistical information for reports, assist with developing department policies and procedures specific to assigned area.
  • Ensures accuracy of warrants that are entered or removed from the GCIC and NCIC networks; prepares worksheets to facilitate data entry; and corrects records previously entered system.
  • Monitor accuracy of agency's records entered onto on GCIC database by CJIS Network Operators; ensures all GCIC entries are made within the time limitations set forth by the FBI; oversee criminal background investigations conducted for detectives, investigators, patrol officers and court personnel.
  • Coordinates activities and ensures staff is trained in the proper use of GCIC/NCIC computer terminals and Security Awareness Training; ensures all employees with access to GCIC/NCIC maintain valid certifications, adhere to GCIC/NCIC requirements, and maintain integrity/security of data.
  • Maintain training records of employee certifications and re-certifications records; maintain records of all employees with access to GCIC/NCIC.
  • Ensures that the City remains apprised of all current and new regulations set forth by the Georgia Bureau of Investigation (GBI) and Federal Bureau of Investigations (FBI).
  • Ensures that all GCIC entries are valid; and ensuring that the city has access to all systems that are provided by the GBI and GCIC.
  • Develops and conducts staff training to newly hired employees or transfers and conducts training classes to new dispatchers and officers.
  • Ensures that staff maintains GCIC certification and adheres to GCIC/NCIC requirements and the integrity and security of the data.
  • Ensures that staff prepares monthly validation notices for the Zones and other various investigative units.
  • Serve as the Primary Terminal Agency Coordinator (TAC) and N-Dex Agency Coordinator (NAC).
  • May perform other duties as assigned.

Education And Experience
  • Bachelor’s degree in law enforcement, criminal justice, business, public administration, or a related field.
  • Four (4) years of working with a law enforcement agency, including a minimum of 3 years of supervisory experience.
  • Must be in good physical condition and pass a medical examination at the time of hire.
  • Must pass an interview, written exercise, background check, criminal history check, credit check, psychological exam, and drug screen.
  • No Felony convictions, no more than 3 misdemeanor convictions.
  • Experience running and interpreting criminal and driver’s history required.
Licensures and Certifications

Current Georgia Crime Information Center entry-level certification and the ability to annually maintain GCIC Certification at the entry certification level within given timeframes is required for this position.

Preferred Requirements
  • Master’s degree in law enforcement, criminal justice, business, public administration, or related field.
  • 3-5 years of experience in auditing, compliance, or a related field.
  • Experience in computer software.
  • Law Enforcement, military service, and ROTC encouraged.
  • TAC certification.
  • POST Instructor Certification.
