DEFINITION
Under general supervision, performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, and the enforcement of laws and ordinances; makes investigations, assists in case preparation, and testifies in court; serves in specialized departmental roles as assigned; provides information and assistance to the public; performs related work as assigned.
SUPERVISION RECEIVED AND EXERCISED
This class receives general supervision from a Police Sergeant or Police Commander, depending on assignment. No direct supervision is provided; however, guidance may be given to other officers, part-time Cadets, Reserve Officers, or volunteers on a project basis.
CLASS CHARACTERISTICS
This sworn, working-level law enforcement class performs all non-supervisory duties in a municipal police department. While incumbents are typically assigned to specific geographic areas for patrol or traffic enforcement, all functional areas, including investigation, are included due to the department's size and organization. This class is distinguished from Police Sergeant, which is the first supervisory level in this series.
EXAMPLES OF DUTIES
- Patrols assigned areas within the city to secure life and property, observe situations, and deter crime through high visibility.
- Responds to emergency calls, disturbances, thefts, burglaries, accidents, domestic disputes, suspicious activities, and other incidents to ensure public safety and enforce laws.
- Provides information, directions, and assistance to the public; takes reports and helps with complaints or unusual situations.
- Monitors and manages traffic situations; issues warnings or citations; provides traffic control at incidents or events.
- Makes arrests, serves warrants and subpoenas; takes individuals into custody and transports them as needed.
- Secures crime scenes, collects evidence, and conducts investigations; cooperates with other agencies and supports case development.
- Assists in case preparation; testifies in court as required.
- Prepares reports and maintains logs and files.
- Builds effective relationships with the community, including targeted groups like the elderly or youth.
- Supervises police support personnel and volunteers in various situations.
- Coordinates specific programs such as community policing, school liaison, investigations, crime prevention, and field training.

- Law enforcement principles, practices, and techniques related to patrol, traffic enforcement, crime scene control, investigation, and suspect transportation.

- Courtroom procedures and testimony techniques.
- Applicable laws, codes, ordinances, court decisions, and departmental rules.
- Safety practices, including proper use of firearms, chemical agents, and impact weapons.
- Computer applications relevant to law enforcement work.
- First aid and CPR techniques.
- Effective communication with diverse populations, often in stressful or confrontational situations.

Education and Experience: Graduation from high school, plus 30 semester units in justice, law enforcement, or related fields. Completion of an accredited police academy, college coursework, or volunteer law enforcement experience are desirable.
Licenses and Certifications: Valid California Class C driver’s license, a basic POST certificate, and firearms qualification are required.
Working Conditions: Inside and outside work; overtime, extended shifts, and holiday work may be required; exposure to dangerous and hazardous conditions; ability to travel outside the city as needed.
Physical Demands: Must meet POST physical standards, including strength and stamina to respond to emergencies, lift up to 100 pounds, work in various environments, and maintain visual and auditory capabilities for law enforcement duties.
