Job summary

HDR is seeking a Program Manager, Joint-Pole Engineering to lead a team evaluating pole-attachment requests and developing make-ready engineering solutions. You will coordinate with utility owners, telecommunications providers, and construction partners to ensure safe, compliant, and timely project delivery.

The role requires 7+ years in utility/telecom engineering, leadership of teams, and expertise in pole attachments, NESC standards, and make-ready design.

Qualifications

• Bachelor's degree in related field required.
• 7+ years with utility/telecom/joint-use engineering.
• 3+ years leading engineering teams.
• 2+ years project or program management experience.
• Experience managing pole attachment review programs and make-ready design.

Responsibilities

• Lead/oversee attachment reviews and make-ready design activities.
• Manage program performance, budgets, and schedules.
• Oversee engineering review for wireline, wireless, and overlash attachments.
• Develop make-ready work designs for poles.
• Resolve technical and non‑engineering issues affecting project delivery.
• Establish QC processes and drive continuous improvement.
• Serve as liaison with providers, utility partners, contractors, and internal stakeholders.
• Communicate performance, risks, and priorities to leadership.
