Job summary

PacSci EMC is seeking a Leader of Technical Program Management to establish and lead a PMO supporting enterprise transformation and ongoing operations across sites. Reporting to the CIO, this hands-on leader will build processes, governance, and dashboards, balancing program execution with people leadership, initially managing one direct report.

Responsibilities

• Establish and scale PMO processes, templates, governance, documentation and operating cadences across technical transformation and operational projects.
• Lead and develop an initial team of one direct report, building team capability as portfolio needs evolve.
• Build and maintain integrated program schedules and portfolio roadmaps; manage scope, dependencies, critical paths, risks, issues and change control.
• Assess demand and delivery capacity, identify resource constraints, and recommend priorities and sequencing to improve execution across concurrent projects.
• Partner with project sponsors and functional leaders to define scope, delivery commitments, resource plans, budgets and business outcomes; share accountability for quality, timeliness and financial performance.
• Coordinate vendors and implementation partners, clarify technical requirements, challenge delivery assumptions and hold providers accountable for commitments.
• Engage directly with manufacturing teams and support technology implementations on the factory floor to understand operational needs and resolve implementation issues.
• Lead organizational change and stakeholder engagement to support successful implementation and sustained use of new processes and technologies.
