POSITION GOALThe PMO Civil Engineer Associate lI will perform mid-level engineering duties to support the Chicago Department of Water’s (DWM) multi-billion Capital Improvement Program (CIP). This is a key position within the Water Main Design task for Water/Sewer compliance coordinating engineer and corrective work actions.ESSENTIAL DUTIES & RESPONSIBILITIES - GENERALPossesses foundational engineering concepts.Acquires intermediate knowledge and skills through mentored experience.Evaluates and applies standard techniques, procedures, and criteria to perform assigned tasks as part of a broader assignment.Performs work assignments of moderate complexity. Contributes to specific objectives and outcomes.Receives instruction on specific objectives and direction on possible solutions to unconventional or complex problems.Works as part of a team and coordinates work with others.Typically receives moderate supervision on most aspects of assignments and a general review of all aspects of work but may work independently.Possesses proficient oral and written communication skills.Interacts primarily with internal project team members. May be required to communicate with clients or other stakeholders.Adheres to project deadlines and keeps the task manager informed of any difficulties encountered on assignments.Perform review of your own work before submitting to the next review level.ESSENTIAL DUTIES & RESPONSIBILITIES – SPECIFICCollaborate with the team to implement and update DWM/IEPA-related compliance and corrective work action templates as needed.Execute IEPA Title 35 compliance audit on incoming Force Account applicant jobs and ensuring adherence to IEPA Title 35 regulations and DWM standards.Maintain all Title 35 records in place and update regularly.Provide administrative support for Title 35 compliance and corrective work tasks.Assist Water Management Group with project records by coordinating with the records department and the BES Sewer department when needed.Attend the Title 35 pre-construction meetings and assist with agenda deliveries if needed.May be responsible for one or more moderately upcoming Sewer and Water infrastructure projects for T35 Audit Review.Work under the supervision of the Water/Sewer Compliance Manager.Complete compliance and corrective actions closeout reports.COMPETENCIESKnowledge of mathematics and its application to field surveying and engineering computations.Can work effectively as a team player.Ability to build constructive working relationships characterized by a high level of acceptance, cooperation, and mutual respect for our stakeholders.Show insight into the root causes of problems. Generates a range of solutions and courses of action with benefits, costs, and risks associated with each.Consider both short and long-term interests of the client in making decisions.Demonstrate a professional demeanor, high ethical standards, respect, and commitment to service excellence.Able to understand the perspective of others before making decisions and taking action.POSITION REQUIREMENTSEducation: Bachelor's degree from an accredited institute of higher education with a major study in engineering.Licensure: Professional Engineer (PE) Preferred.Job Classification: Exempt (Salaried)Report to: Project Engineer – Team LeadExperience: Typically 4+ years of experience required.Communication Skills: Basic verbal and written communication skills.Technical Skills: Spatial and design skills to visualize projects in 2D and 3D. Intermediate engineering skills to compliment position goal. Intermediate experience with Microsoft Office Suite, Adobe, Bluebeam, and CADD software, specifically the Bentley Suite of products including Open Roads Designer, ProjectWise and/or AutoCAD Civil 3D. Knowledge of local agency standards preferred. Basic knowledge and understanding of IEPA water and sewer regulations, utility standards, and department specifications preferred. Experience in working on municipal water and/or utility projects preferred.Supervisory Responsibilities: N/APhysical Demands: Must be able to sit, walk, stand, reach with hands and arms, stoop or kneel, climb, or balance, talk, or hear, and use fingers and hands to feel objects tools or control. Must be able to lift and/or move up to 25 pounds on occasion.Working Environment: This job may require long periods of standing or walking in the field and include exposure to all types of outside weather conditions, varying noise levels, and hazards associated with construction. Wearing of required Personal Protective Equipment is required while performing work in the field. The employee may also be exposed to a general office environment, requiring long periods of sitting at a computer in ambient inside temperature, lighting and noise level. Due to the collaborative nature of this position, the work will need to be performed in the field or office, typically during normal business hours. Travel is required; must possess a valid license.Continuing Education: Complete state-required competency.
